In April 1999, Shanghai Soft Base, with Shanghai Xuhui Software Development Co. Ltd. at its core, was established as the municipal government implemented its priority strategy for information technology, and the district government launched a plan for boosting development with software industry. Great importance has been attached to the integration of resources, exploration of value-added services, and creation of a distinctive brand. Xuhui Soft Base positions itself as a role of building a service platform, reducing operation costs, integrating resources, complementing advantages, and forming an industry chain.

  By carrying through the concept of “nursing-like service”, Xuhui Soft Base has always attached the greatest importance on corporation service, seeking a variety of resources for the development of corporations. The software park has played its due role and has created the brand effect of Xuhui Soft Base by improving its development with the growth of the companies in the software park.

  Over the years, the software base has fostered a large number of renowned companies that have attained independent intellectual property rights, including Ctrip, CHINAPAY E-Payment Service, Hifont Technology, ChinaPnR Web Technology, J&K Information Technology, VanceInfo, Hyron Software, Aljoin software, Risecore Technology, Giant Network, and eHUB China. The growth of these companies has lifted the popularity of the software base, and as a result, many more domestic and international companies with outstanding track record have moved into the software base.

  Over the past years, the software base has gained a comprehensive understanding of different software companies, with which we help these companies explore market potentials in an effort to facilitate the healthy and rapid development of these companies. Moreover, the software base relies on project selection, and guides the companies to adjust the product and operation structures, so that a well-balanced, comprehensive, healthily competitive, and optimized industrial structure is secured. To lower the cost on human resource, the Xuhui Soft Base has also established a training center, which has shifted the training to the society.   With the development of the software base, and at the requirement from the municipal and district government, we decided to shift our focus from “supporting software companies” to “fostering digital content industry as the theme”, which has brought to the establishment of “Shanghai Digital Entertainment Center”, as an effort to gather resources for the development of digital content industry in Xuhui district. This industry covers digital and value-added services including Next Generation Network (GNG) and Third Generation Mobile Communication (3G). By creating demands and markets, we strive to establish a supply chain, industry chain and value chain of a emerging market of globalize competition and cooperation.

  The development of the software base cannot be made possible without the support of the government and the help from the society.
