Shanghai Jinshan No.2 Industrial Zone is located in the Jinshanwei Town, Jinshan District in the heart of the Yangtze River Delta city cluster around the south west of Shanghai and Hangzhou Bay. The Zone faces Shanghai Chemical Industry Development Zone on the east, Shanghai Petroleum and Chemical Corporation to the south, Pinghu City of Zhejiang to the west. It is the prior development zone of the fine chemistry development project of “one especially strong industry” cooperated by Jinshan District and Shanghai Petroleum and Chemical Corporation.

  The industry is well supported with complete facilities and infrastructure with water, power, gas, steam, hydrogen, nitrogen and drainage. Industrial materials like epoxy ethane and ethylene are available through pipelines from Shanghai Petroleum and Chemical Corporation. The plentiful and various chemical products in the Zone are sufficient for the development of fine chemistry and can meet the needs for the production of all fine chemistry enterprises.

  The Zone has very convenient transportation. Xingfengjing Highway an Tongsan Highway join in the Zone with entrance and exit right within it. It takes only 45 minutes to reach Hongqiao and Pudong International Airport. The Zone is less than 30 km from Zhapu, the north bank exit of the cross sea bridge over Hangzhou Bay. The bridge will be the main entrance from Zhejiang and Jiangsu to Shanghai. The industrial Zone is also by the side of Zhangjing River, a six level navigation route, and the branch of Jinwei Railway.

  Since the second half of 2002, Jinshan No.2 Industrial Zone further adjust its layout of fine chemistry industry zone with the help of a Singaporean city planning consultant company to cut down its influence on environment and hastened its pace in planting trees. In the past two years, the Zone has invested 500 million RMB in resettling 1,000 families, building-up 12.68 km roads, and setting 34.8 km pipelines. It achieved “seven supplies and one leveling” with roads on the south of Shanghai-Hangzhou Highway connected and its 3 square meters area covered by pipeline network.

  The Park strengthened its effort in attracting investment, enhancing project construction and introduced in 83 foreign and domestic projects with an overall investment of 4.274 billion RMB. Its dozens of projects of considerable size such as Shanghai Research Institute of Chemical Industry, Jiucheng Chemicals, Jinhaiyabao, Boai Chemicals, Heteng Chemicals are completed and in production. And other projects like those of Sino-Petroleum, Shanghai Petroleum and Chemical, Bao Steel Chemicals, Jiasheng and world renowned multinational chemical enterprises are progressing in talks. In July 2004, a contract was signed by the three parties of Shanghai Science Commission, Jinshan District Science Commission, Shanghai Research Institute of Chemical Industry on co-funding the establishment of Shanghai Jinshan Chemical Enterprise Incubator Corporation, putting the incubator project on the track.

  The Zone’s unique position and great potential has draw attention from government of all levels and investors. In 2004, Mayer Hanzheng and Vice Mayor Hu Yanzhao introduced Shangahi Green Land Group and Industrial Investment Group to No.2 Industrial Zone for joint development. In 2005, Jinshanwei Town and Shanghai Green Land Group signed Framework Agreement on the Cooperation in Developing Jinshan No.2 Industrial Zone, marking the commencement of a project of 1.3 billion RMB investments. According to its planning, a land of 4.9 square kilometer was to be developed in three years.

  Presently, the Industrial Zone is optimizing its distribution of resources, improving the efficiency of unit land production and cultivating industrial chain under the precondition of ensuring environment protection. It strives to reach the goal of investing six billion RMB in industrial projects and infrastructure construction, completing “nine supplies and one leveling” supporting facilities and launching comprehensive enterprise settlement construction. And up to 2007, it plans to invest more than 15 billion RMB with 30 to 35 billion productions for the building-up of a medium size eco-friendly fine chemical industry development zone with distinct characteristics.
