Shanghai Feng Xian Modern Agricultural Park is one of the first four municipal agricultural parks approved by the Shanghai government in 2000. The park is located in the east side of Xin Feng expressway, adjacent to Shanghai Comprehensive Industrial Development Zone and Nan Qiao New Town. It has an area of 20 square kilometers and a great geographical location. With China’s entry to the WTO and success in applying for hosting Expo Shanghai, and making use of the economy, finance, information and sea transportation of Shanghai, the park has created a platform for leading agricultural enterprises to develop business, with the goal of urbanization and by means of industrial development as well as efficient and quality services. Due to the opportunities emerging from a new round of economic and social development in Feng Xian, it was proposed to build another industrial park and another new town during the early period of construction to try to become one of the six pillar industries and one of the seven industrial bases.
 
  Since the park began to be developed two years ago, the platform has functioned better and the effect of assemblage has been more visible. A lot of large and well-known companies in the field of agricultural product processing have settled down in the park, constituting six industry chains: the industry chain of the dairy product processing led by Bright Dairy Food, the industry chain of vegetable processing led by Gao Rong Food and Qing Chang Vegtabtable, the industry chain of edible fungus processing led by Da Shan-He Group and Fengke Biotechnology Co.,Ltd., the industry chain of seafood processing led by Haidell Food and the industry chain of biotechnology led by Shanghai Song Jiang Biological Parmaceutical Co., Ltd. Attracted by the park, enterprises have shifted processing centers, accounting centers and sales centers to the park, which has had a big effect on the agricultural production base in Feng Xian, China and even the whole country. The tax revenue it generates can rival that of the industrial zone. In 2003, the output value of the park was 1 billion yuan (RMB) and tax revenue was 37.04 million yuan while the tax revenue in 2004 was up to 80 million yuan. The park is planned to have an output value of 10 billion yuan in 2007, with GDP 2.5 billion yuan and financial revenue 0.2 billion yuan, to become “an aircraft carrier” of Chinese agricultural industrialization.
 
  The infrastructure of the park is constructed according to the same standard as the industrial zone, from a properly future-oriented perspective. Since the development, 352 million yuan has been invested in the infrastructure construction of the park and a grid pattern of roads of four vertical roads and four horizontal roads has emerged; buried underground in the form of pipe lines, the facilities of water supply, sewage disposal, gas supply, communications broadband, power supply and others have all been set up in the park, making the park stand out among industrial parks of the same kind. Every street in the park has been landscaped, along which streetlights have been set up. In the meantime, the Central Square and the Theme Square greatly improve the image of the park.
 
  With the main aim of attracting big and strong foreign enterprises in introducing investors and investments, high-tech agricultural enterprise of large input and output and big influence and which produce environmentally-friendly products and meet the needs of the market are invited to join the park, That shapes the specialty of the park. Currently, the enterprises in the park include: the leading company in dairy manufacturing industry-Bright Dairy food ; the largest national leading enterprise of vegetable planting, processing and output—Shanghai Gao Rong Food; the leading figure in seafood processing industry—Shanghai Haidell and the only biotechnological enterprise in Shanghai--Shanghai Song Jiang Biological Parmaceutical Co., Ltd. ; among them, Shanghai Gao Rong Food, Bright Dairy Food, Miao Shi Dairy and Shun Li Meat Co., Ltd are four national leading agricultural enterprises. Shanghai Gao Rong alone has promoted the standard production base of 163,000 mu in Shanghai and other provinces as well as the living conditions of 49,200 farmers, with an additional income of 87.4 million yuan. Da Shan Group promoted the development of 12,000 farm households with an additional income of 150 million yuan plus a 100,000-mu standard production base, in other word 1,200 yuan per household. Haidell Food promoted the development an aquiculture of 50,000 mu and 5000 farm households.
 
  Feng Xian agricultural park will have an increasingly larger influence on landscaping the city and optimizing investment environment. The southern part of Feng Pu Road is an integral segment of Feng Xian Nan Qiao New Town, where forests are being planted to better investment environment and provide fresh air for Feng Xian New Town. From 2002 to 2003, trees were planted in an area of 8,000 mu, where there are scenic spots, places for fun, rare and ancient trees and nursery stocks. At the same time, Hua Chang Group and Heng Da Group, among many others also participate in planting trees. Planting trees and creating scenery together, importing rockeries of various shapes have created a pretty and pleasing ecological park where embodies a harmonious unity of men and the nature.
 
  With the steady progress of infrastructure construction and land expropriation, the matters of arrangement and compensation in providing for the aged farmers, recruiting farmers as well as relocating and resettling farmers are obstacles and crucial points to the developments of the park. By building up the concept of “people are the most important”, the agricultural park implements each policy openly, fairly and impartially, balancing the development and the interests of farms. When the interests of the park and those of farmers clash, the interests of farmers are a priority. Relocated farm households are properly compensated in cash with the prices of housings for relocated farm households lower than the market price. Farmers can benefit from the favorable policy and will support the development of the area in turn.
