Pursuant to the provisions of Law of the People's Republic of China on Certified Accountants and Regulation on the Administration of Registration of Social Organizations, Shanghai Institute of Certified Public Accountants (SICPA) was founded on April 9, 1987. SICPA is both an industrial organization for the registered accountants of Shanghai, and a local organization under the Chinese Institute of Certified Public Accountants.

  In line with the arrangement of the State Council and the Ministry of Finance, and approved by the Municipal Government of Shanghai, SICPA held a special session(and the 3rd members congress of the SICPA), at which SICPA and Shanghai Social Audit Association were consolidated as one, marking a new historical phase for the social audit work of Shanghai.

  SICPA held its fourth members congress on October 11, 2005, a milestone in the development history of the industry. Currently, SICPA has more than 147 organization members, and over 12,600 individual ones, among whom some 3,000 are certified and 9,600 non-certified.

  The members’ congress has the highest authority over SICPA, which elects the council. The council then elects the director, and engages the honorary director and the deputy director; the council also has several subordinating professional committees. The standing council exercises the function and power of council during the non-sessional period. The secretariat, which reports to SICAP, is its standing administrative body.
