Founded by lawyers from Shanghai in accordance with the Law of the People’s Republic of China on Lawyers, Shanghai Lawyers Association is a social organization that comes under the guidance and supervision of Shanghai Bureau of Justice. Its main function and missions are to: safeguard the legitimate rights and interests of lawyers and support lawyers’ practice according to law; undertake the management work of the lawyers business; improve members’ political and professional quality by providing them with ideological and political education and professional training; organize research into lawyers practice and exchange working experience; provide members with industry information by editing and publishing Shanghai Lawyer, Lawyer Practice Data, and other periodicals; organize cultural and sports activities for lawyers and provide them with welfare services; hold business exchange activities with overseas lawyers and lawyer groups; implement the resolution of lawyers congress; and accomplish the tasks assigned by All China Lawyers Association and administrative departments for justice.

  The lawyers’ congress holds the highest authority over Shanghai Lawyers Association; and the representatives for the congress are to be democratically elected by members (all practicing lawyers approved by administrative organs for justice are eligible members). The function and authority of the lawyers’ congress include: 1. deciding the working policy, mission, and other major matters of a session; 2.electing or dismissing the councilor of a session; 3. reviewing the work report of the council and report on income and expenditure of membership fee; 4. formulating and revising the regulations of the Association. During the non-sessional period, the council shall be the leadership of the Association, responsible for electing the director, deputy-director, and secretary, engaging the advisor, and forming a standing council to exercise the authority. The subordinating bodies shall include a variety of special committees that are headed by the director and deputy-director and responsible for business research. As administrative bodies of the council, the departments of the Association shall be responsible for routine work.
