Shanghai Enterprise Association (collectively for Shanghai Enterprise Confederation and Shanghai Enterprise Directors Association) is a corporate form of organization registered at Shanghai Social Organization Administration Bureau. Shanghai Enterprise Confederation (formerly known as Shanghai Enterprise Administration Confederation) was founded in August 1979, and Shanghai Enterprise Directors Association (formerly known as Shanghai Factory Directors (Managers) Work Research Association was founded in July 1983.

  For the purpose of reinforcing guidance to the organizations and improving their efficiency, Shanghai Enterprise Confederation and Shanghai Enterprise Directors Association were consolidated and restructured as one association in 2003. The merged organization is known by two names(collectively called Shanghai Enterprise Association), and has one administrative council and one administrative office.

  As a united organization for enterprises, entrepreneurs (employers) and enterprise groups, Shanghai Enterprise Association (collectively for Shanghai Enterprise Confederation and Shanghai Enterprise Directors Association)[SEC(SEDA)] forms the three-party joint committee together with Shanghai Labour and Social Security Bureau and Shanghai Federation of Trade Unions, which serves the purpose of coordinating the labor relations.

  Holding high the great banner of Deng Xiaoping Theory, taking the important thinking of the "Three Represents" as the guide and observing the state laws and regulations, SEC(SEDA) works with the mission of a)serving enterprises and entrepreneurs(employers) by safeguarding their lawful rights and interests and seeing to it they abide by the laws and regulations and play by the rules; b) reinforcing the ties between the enterprise and the government and the society, between enterprises, and between employers and employees; and c)developing and fostering a group of influential enterprises and entrepreneurs.

  SEC(SEDA) has received full support from successive administrations of Shanghai in its foundation and development. In October 1988, the then Secretary of municipal Party committee, Jiang Zemin expressed his expectation for SEDA in his handwritten message: “Looking forward to the contribution of SEDA on the development of economy in Shanghai.” Early in August of the same year, the then Shanghai mayor Zhu Rongji attended a seminar at SEDA, at which he pointed out that “Shanghai should have a large number of locally developed enterprises and entrepreneurs.”
