China National Investment & Guaranty Co., Ltd. was jointly founded by the Ministry of Finance and the Ministry of Foreign Trade and Economic Cooperation, and approved by the State Administration for Industry and Commerce in November 1993; and it started operation in March 1994. The operation philosophy of the Company is to guide the financing flow, support the commercialization of hi-tech achievements, and drive the technological development of enterprise by leveraging credit guaranty and other economic means, so as to make contributions to the China’s economic development.

  As small and medium enterprises and science- and technology-intensive ones in Shanghai were hard-pressed in getting project loan and guaranty in their effort to commercialize the hi-tech achievements, China National Investment & Guaranty Co., Ltd. decided to set up the Shanghai Branch (Branch Company) in May 1999, with approval from the Municipal Government of Shanghai.
 
  Entrusted by the Shanghai Municipal Finance Bureau, the Branch Company manages the guarantee fund arranged by the municipal budget in accordance with the law. The follows such an operation mode: in line with the government industry policy, the Branch Company works as the carrier to manage a guarantee fund contributed by the municipal, districts and county governments, and a supporting special loan provided by relevant banks, serving the target group of small and medium enterprises and science- and technology-intensive ones by gradually establishing a guarantee system that can effectively spread, control and mitigate risks.
