As a functional institution authorized by the People’s Government of Qingpu District, the Administrative Service Center of Qingpu District (the “Center”) is responsible for projects examination and approval, and certificate/license handling. The administrative bodies that have service windows set up in the Center include: District functional divisions—Commissions of Planning, Economy, Foreign Trade and Economic Cooperation, Construction, Science, Family Planning, Information and Agriculture; Bureaus or Administrations of Planning, Real Estate, Environmental Protection, Public Security, Health, Water Resource, Safety Supervision, Housing, Meteorology, Statistics, Finance, Civil Affairs, Tobacco, Culture, Radio Broadcasting, Film and Television, Municipal Public Works and Physical Culture; and the Civil Defense Office; and Municipal functional divisions---Administrations or Bureaus of Industry and Commerce(sub-bureau), Taxation, Drug Supervision(sub-bureau), Quality and Technical Supervision, Power Supply, and Telecommunications. In addition, service windows of some social intermediate agencies can also be found in the Center, including Foreign Investment Service Center, Environmental Evaluation, chart reviewing companies, certified public accountants firms, banks, and business centers. According to the principle of openness, legal proceeding, and efficiency, the Center takes an approach of one-stop application handling and charging, synchronized examination and approval, and timely issuance towards projects to be approved. The mechanism can be summed up as five-handlings, that is, speedy handling of general projects, committed handling of special ones, united handling of major ones, responsible handling of ones to be reported to the superior body, and giving clear reply in handling controlled ones. In addition, a supervision office has been set up in the Center, with staff dispatched by the Supervision Commission of the District working here; in order to receive supervision from all circles, the Center has set up a complaint mail box, and complaint telephone numbers are also made available. The Center will try to render convenient, standard, quality and efficient services to the public and investors, and make it a "sunshine center” for the District to conducts its administration work.
