Founded in November 2002 as an institution directly reporting to the government of Chongming County, the Business Soliciting Service Center of Chongming County is responsible for overseas business soliciting services. The main functions of the Center includes: one-stop handling of procedures for investment projects and one-package service to certificates and license application; preparation of data for business soliciting and construction of databases for projects, information and business soliciting websites; organization of business soliciting training throughout the county; and rendering of follow-up services to major investment projects and coordination and guidance to relevant business soliciting projects. The Center has one office and three departments, i.e. the Certificate-handling and Coordination Department, Business Soliciting Department, and Information Department. The central certificate-handling hall is lined up by 11 reception windows---including Bureaus of Commerce and Industry, Taxation, Organization Code, Communications, Fire Control, Real Estate, Health, and the Science Commission---that issue administrative approvals and provide one-stop certificate processing services.
