As a specialized institution subordinating to the District government, the Investment and License/Certificate Issuing Service Center of Jiading District (hereinafter referred to as the “Center”) is responsible for providing investment projects in the whole district with “one-stop” administrative examination and approval services, and handling license and certificate application filed by the citizens. The Center adopts the approach of “one-stop application handling, explanation, and charging, synchronized examination and approval, and two-step procesedings before issuance of approval”; The administration department of the Center is responsible for managing, coordinating and supervising the functional departments, and industry service departments in their normal operation and service rendering processes. Currently, the Center has one Party and government administration office and three departments, i.e. Comprehensive Coordination Department, Business Management Department and Information Service Department. The Disciplinary Inspection and Oversight Committee of the District has set up in the Center an oversight office and an administration efficiency complaint center, and the District government has set up a foreign investors complaint center and a Taiwanese enterprises complaint coordination center. In addition to three Party branches set up by the District Party committee, branches for the Trade Union, the Communist Youth League and the Women's Federation have also been set up in the Center.

  The Center is now home to 27 administration functional departments and 3 industry service bodies; the 41 client reception windows in the Center are responsible for 179 service items, 97 of which are about administrative examination and approval. As a comprehensive service window to the outside, the Center provides services covering the three areas of examination and approval of investment projects by domestic and overseas investors, approval of basic construction of industrial projects, and examination and approval of projects for the public good, which makes up a large proportion of the service work.
