The Business Soliciting Center of Baoshan District was founded on October 2000, according to the Government of Baoshan District [2000] No. 163 Document. Now the Center is home to 19 functional departments, including Commissions of Family Planning, Agriculture, Foreign Trade and Economic Cooperation, and Construction; Bureaus or Administrations of Environment Protection, Technical Supervision, Real Estate, Health, Statistics, Landscaping Administration, Communications, Public Security, Fire Fighting, Construction and Planning, Drug Administration, Commerce and Industry, and Taxation; and Office of Civil Defense.

  The Center is an institution that provides domestic and overseas investors investing in Baoshan District with one-stop examination and approval services, and executes unified management, coordination, and supervision authorities over project examination and approval departments. The Center is mainly responsible for giving advice to, interpreting, and coordinating investment projects by domestic or overseas investors; providing productive and operational projects with a variety of services from examination and approval of the projects to issuance of licenses or permits for site selection and construction; and providing registered enterprise with services of issuing business licenses and state and local tax certificates and handling tax registration.

  Over the past several years, the Center has made headways in altering the functions the government by focusing on deepening the reform to the administrative management system.  Breakthroughs have been made in the process of exploring innovative approaches and streamlining the formalities in government work, including the transition from the rendering of services at the admission stage to that during the follow-up stages; and a Baoshan-specific service chain that begins with satisfying the needs of target clients and striving for their satisfaction has come into being. In the new round of economic development and construction, the Center will seize every opportunity to serve investors from home and abroad by gradually establishing a standard, coordinated, efficient and convenient administrative examination and approval system, whereby to develop Baoshan into a “magnet known for competitive business cost, high services efficiency, and great potential for enterprise development.”
