Established in 1999 by Shanghai Municipal People’s Government, Shanghai Small Enterprises Production Development Service Center is a public service organization, devoted to promoting small and medium sized enterprises at the municipal level. It is fully funded by the municipal fiscal administration, and is under the jurisdiction of Shanghai Municipal Economic Commission.

Functions and Service Capacity: The Center offers services in the following: coaching in venture start-up, business diagnosis, IT consulting, marketing, investment financing, technical support, head hunting and staff training, international cooperation, exhibition and sales promotion, and legal advice, etc.

Target of service: SMEs from across sections of the local economy, with manufacturing accounting for the majority of the client population.
