General Introduction to Small and Medium Enterprise Service and Development in Putuo District, 2006

 

In 2006，Putuo District focused on the key areas, projects and industries in strengthening the restructuring of old industries and cultivating of new ones to promote steady and healthy development of the district and create fine environment for the growth of small and medium enterprises. The private sector together with the small and medium enterprises of all industries achieved great development and promoted the reform of state and collectively owned enterprises.

 

1. Development of small and medium enterprises in the district

In 2006, there were 12,573 private enterprises in Putuo District, 12.04% more than the previous year, with registered capital of 24.276 billion RMB, 12.30% more. The individual enterprises amounted to 12,204, 4.61% more than the previous year. The district’s overall industrial production value increased, by 3%, to 15.663 billion RMB, among which 11.3 billion were achieved by private enterprises. And the district’s social consumption product retail sales increased, by 8.21%, to 11.965 billion RMB, among which 8.634 billion RMB were generated by the private enterprises. The district’s wholesale and retail sales was 29.224 billion RMB, increased by 8.44%.

At present, private capital has moved on from struggling for legality to the stage of development and expansion.  It has been playing a role in the ownership restructuring of state and collectively owned enterprises through property right policies and promoted the reform of state and collectively owned enterprises and the growth of private economy.

2. Service to small and medium enterprises in the district

2.1 Further implement policies to ensure the market dominance of private economy

The district adopted measures that highlight on improving environment to boost the development of private economy after careful research. It issued Implementation Opinions on Encouraging, Supporting, and Guiding the Development of Non-Public Economy, Individual and Private Businesses (Implementation Opinions). The Implementation Opinions fell into three parts. The first part was 16 policies and measures, concerning the improvement of service to create a fine environment, development of new areas with equal opportunities, enhancement of management to protect legitimate rights. The second part focused on the clearing out and revising of accessibility policies that hinder the development of private economy so that the private capital can have its share in the construction of public facilities and infrastructure. The third part is about creating a fine development environment for private enterprises so that the private businesses enjoy the same status and equal treatment of other enterprises to promote mutual development and fair competition.

2.2 Further enhanced macroscopic instruction and the coordination mechanism for the development of private economy

We enhanced monitoring and analyzing the development trend of private economy and included private economy into the district economy and social development planning, delivering national macro control policies, industrial policies, industry planning information timely to private enterprises. The district built up and improved its coordination mechanism for promoting the development of private economy.

2.3 Further specified reform and promoted the beneficial interaction between private enterprises and state-collectively owned enterprises in reform

The district provided the private enterprises with data and information through various ways, specifying the fields of state-collectively owned enterprise reform where they can contribute so that the private enterprises can actively interact with state-collectively owned enterprises in the reform.

2.4 Further promoted technological innovation and the innovation ability of private enterprises

First, the district guided the private enterprises in adjusting and optimizing industrial and product structure, developing sustainable economy by speeding-up technological progress and lowering resource consumption. It encouraged private enterprises to invest in high-tech industries, modern service industry and engage themselves in specialized operation with distinct characters. Industrial convergent zones were supported and many of their enterprises grew in size and competence. Secondly, the district built-up public science and technology service interface to plan in entirety the industrial functions of industrial parks and promote their levels, forming science and technology industry convergent zones with core competence. Thirdly, the district improved its fostering function and the construction of fostering interfaces. It based on the building-up of production-study-research interface to enable the interaction between universities, research institutes and enterprises while setting up patent protection interface to assist enterprises’ self-innovation.

General Introduction to Small and Medium Enterprise Service and Development in Zhabei District, 2006

 

1. Development of small and medium enterprises in the district

In order to make full use of its advantage, the district concentrated in developing “modern transportation commercial zone”, highlight the development of commercial and production service industries and the particularly strong printing industry. In 2006, the district achieved an overall industrial production value of 640.52 million RMB, 2% more than the previous year. And overall tax amounted to 175 million RMB. The sales volume of commercial transportation service industry grew by 15.8% to 369.94 million.

Up to the end of 2006, there were altogether 10,187 private enterprises, 9078 of which were corporations, and 3637 branches in the district. Private investors amounted to 23,053. And the number of employees was 64,705. The overall registered capital was 16,956.11 million RMB. The number of individual businesses drop by 0.34% to 15,383 with a overall staff of 16,349 and registered capital of 113.48 million.

2. Service to small and medium enterprises in the district

2.1 Restructured the metropolis industrial parks to promote the healthy development of small and medium enterprises

The districted constructed 23 metropolis industrial parks where settles 700 enterprises. Up to December, 2006, the people employed in the parks amounted to 10,500. The parks are mainly for the production of small and medium manufactures and the office work of commercial businesses. In 2006, the 23 parks achieved an industrial production volume of 640 million RMB, increase by 2% than the previous year. And they paid 175 million RMB tax, 5% more than the previous year. The tax to district grew by 5% to 58.83 million RMB.  

The district insisted in controlling quantity and promoting quality development. It planned the layout of parks and ruled out to-be-built or constructing parks of low quality or no clear industrial orientation. The district also enhanced its management of the parks of low growth rate or even negative growth, low industrial intensity, and ill-reputation, invited in more non-public enterprises to boost the parks’ growth. The district further strengthened its investment attraction propaganda, focusing on the technology-intense, high value-added and service projects and leading businesses to promote efficiency in land use.

The market was furthered adjusted, policy guidance strengthened. The policy system for promoting the restructuring of industrial parks is optimized, by improving the coordination between the supporting policies in employment, investment attraction. The district spared no effort in attracting social capital especially non-public capital into the restructuring of industrial parks.

The district insisted in differential treatment and classification guidance to the industrial parks. It focused in supporting the key industrial parks with distinct industrial characteristics, high industrial level, and significant potential. The parks that were recognized as key parks or parks of distinct feature enjoyed various favorable policies and city or district level key project supporting policies.

2.2 Proactively supported the development of small and medium printing enterprises and built up pre-printing technology public service interface

Shanghai Package Design Processing Printing Interface was adopted by the district as the key project to promote the technological innovation and the level of small and medium printing enterprises. It played a significant role in the small and medium printing enterprises’ progress in designing, digital printing and network-building of operational service. The priting design information interface, China Design Website, was taking shape with the completion of import and adjustment of key facilities to promote the CTP technology and MAC printing design system technological interface.

The district provided small and medium enterprises free training in the application of CTP,the world’s leading pre-printing technology. It helped more than 30 small and medium enterprises with knowledge to enable them to introduce in the CTP technology and promote technology level.

2.3 Enhanced policy support to promote the development of innovation industry

The Hanbinghua Visual Arts/Printing Decoration Original Design Workshop and Shanghai Industrial Arts Ceramics Original Design Workshop were among the first 11 “Shanghai Original Design Masters’ Workshops”. In the recent years, the two masters’ workshops achieved great success in exploring the development of innovation industry under the guidance of the governments both of city and district levels. Master Han Binghua’s workshop applied 82 patents and master Liu Changyuan’s, 86. Master Liu’s workshop participated the Innovation Industry Exchanges Exhibition organized by Shanghai Economic Commission and hosted the 2005 China-Australia Ceramic Art Design Exchanges Exhibition. It also signed with Shanghai Jianqiao College the cooperation contract of cultivating masters of original designs and promoting the growth of innovation industry.

General Introduction to Small and Medium Enterprise Service in Hongkou District, 2006

 

In 2006, Hongkou District, under the guidance of the 11^th Five

 

Year Plan, greatly promoted the development of modern commercial industry and metropolis industries, continually conducting industrial and operational type restructuring. The projects on its both sides were initiated and built into innovation industry convergent zone, substantially promoting the sustainable development of the district’s industrial and commercial economy. The district’s service to its small and medium enterprises is as the following:

1. Enhanced investigation, adopted measures and opinions on related work

In 2006, the district issued files including, Sichuan Road (North) Commercial Industry Development Executive Summary, Status-quo Analysis and Adjustments on the Commercial Industry Structure on the Sub-Roads of Sichuan Road (North), Hongkou Innovation Industry Development Executive Summary, Research on Commercial Development of Daboshu Area,  Distribution and Investment Guide to Hongkou District’s Hair-Dressing and Foot Massage Industry, the Status Quo Analysis and Adjustment of Catering Industry in Hongkou District etc.. It also proposed opinions such as Temporary Measure on Sichuan Road (North) Commercial Street Operation Type Management (for review), Guidance to Sichuan Road (North) Commercial Street Function and Operation Type Positioning (draft), and Localized Management Method for Business Buildings. Moreover, the district compiled Hongkou Shop House Map and built the Hongkou Business Buildings and Innovation Parks Website.

2 Promote the Enterprises’ Technological Development and Core Competence

The district proactively promoted the enterprises’ development through encouraging and improving their technological innovation, research and development, and intellectual property right protection. It complied a 3-year rolling planning for 5 industrial projects with an overall investment of 122.40 million RMB. It organized the application for 2006 Shanghai Introduced-in Technology Absorption and Innovation Program of 7 projects including 3 national project and 4 municipal projects. It also reviewed the municipal bags and cases public technological service interface, promoting the research and development of bag and case industry. The district recommended 3 enterprises to be intellectual property right model enterprises of Shanghai. One of the three enterprises was awarded Shanghai Intellectual Property Right Advanced Unit, still another, the patent new product. It completed the review for 6 technological reforms with overall investment of 100.28 million RMB, providing them with tax exemption from importing equipments and income tax deduction. Two private enterprises were granted Private Enterprise Guide Fund and enjoyed 31 million RMB credit guaranteed by district and city financial compensation.

3. Promoted the construction of innovation industry convergent zone and accelerated industrial restructuring

In 2006, 7 parks of Hongkou district were recognized as innovation industry convergent zones by the municipal economic commission, accounting for 15.28% of the overall amount and covering an area of 163,600 thousand square meters. The municipal Ministry of Propaganda and Economic Commission awarded the district the title of “Model District of Promoting Innovation Industry”. The industrial parks drove the integration of the second and tertiary industries forming the innovation industries of industrial research and development, designing of various application, cultural and media, consultation and planning, fashion consumption etc. The park’s upgraded their technological and production level by introducing in key-element enterprises of industries. E.g., Youzu 173 introduced in quality software businesses like Fudan Software Park; Space 188, a TMT model park, introduced in large enterprises like National University Technology Park and Haihong Holding; Greenland Sunny Park attracted enterprises like Shanghai Shenhua Football Club.

4. Adhered to brand strategy and upgraded business level

In 2006, the district proactively promoted brand introduction through restructuring existing businesses and function positioning of new projects. The world’s first class brand, Wall Street English settled in the Kairun Golden City. Twenty world second and third class brands were introduced in, including clothing brands like JECCICA, LUXMAN and LEE, leisure brands like Starbucks coffee, catering brands like Heyuan cafeteria, Toronto Bay Chinese Food; entertainment brands like Cashbox KTV, Shanghai Gecheng KTV. And 20 other famous brands such as Zhang Sheng’s, Babidou were also settling in. The district also carried out investigation and analysis on the existing old brands of Hongkou including Guangmaoxiang, Leiyunshang, Sanjiaodi, East China Diamond to help them promote their brands.

5. Accelerated the Adjustment of Business Operation Types and Promoted Business Cultural Activities

5.1 Proactively promoted the function positioning of new projects and accelerated commercial operation type adjustments

The district guided and helped Kairun Golden City in functional business invitation. It also restructured the functions of existing commercial buildings and adjusted the structures of existing department stores. The small and medium shops are restructured, replacing low level shops with boutique stores. The proportion of leisure business was increased. The district also promoted the development of neighborhood commerce, improving the three major communities of Ruihong Living Square, Quyang and Liangcheng’s commercial business development. It guided Ruihong Living Square to apply the “National Community Commerce Model” so that it became one of first to be awarded the title by Ministry of Commerce.

5.2 Enhance the Management and Service of Business Buildings to Promote the Development of Building Economy

First, the district implemented localized management on business buildings and improved the secondary management interface of business leader group and subdistrict office, requiring subdistrict offices to establish specialized building service departments. It further improved the business attraction, service, information and property management joint meeting system. Secondly, the district enhanced business attraction of the buildings, conducted investigation on the major tax contributors and improved follow-up services to these enterprises. Meanwhile, the district tightened its tie with property management departments of the buildings to integrate the buildings’ resources and leave the offices for best enterprises. Thirdly, the district improved its service to the enterprises in the buildings. The function advantage of the subdistrict offices was brought into full play to build up all-rounded service integrating Party construction, population, comprehensive administration, and hygiene. Fourthly, it developed business building information management system. The subdistrict offices can log on line to fill in the report forms of business buildings. The economic indexes of the buildings are available online. And fifth, it organized training, exchanges and reviews on building economy.

5.3 Promoted Business Cultural Activities to Prosper Commerce

The district encouraged enterprises to hold theme promotion activities and coordinated for them in the respect. The Lei Yunshang Healthy and Happy Parade on the New Year’s Day and Chinese Lunar New Year’s Day boosted sales by 15.2%. The Happy Labor Day on the Splendid Sichuang Road (North) hosted by Tianshi Group promoted the street’s sales by 11.1%. And the Resident Wine Tasting Festival during the National Day holidays promoted the enterprise’ sales by 29%.
