Market Expanding for Shanghai’s Small and Medium Enterprises in 2006

The service organizations for small and medium enterprises of Shanghai are taking full advantage of the golden opportunity of globalization and the city’s “serve the Yangtze Delta, serve the Yangtze Valley, and contribute to the whole country” policy to strengthen the ties with their peers home and abroad, building up interfaces for domestic and foreign small and medium enterprises to communicate and cooperate. Thus great progress is made in expanding the market for small and medium enterprises and forming a cooperative, mutual-beneficial, and multi-win development pattern.

1. Strengthened the Ties with Small and Medium Enterprises Service Organizations Home and Abroad

1.1 Enhanced Communication and Cooperation with Small and Medium Enterprise Service Organizations from Other Provinces and Cities

The municipal small and medium enterprise service organizations worked under the guideline of “serving the Yangtze Delta, the Yangtze Valley and the whole country” and proactively integrate themselves into the national small and medium enterprise service system through communication.

In 2006, the city’s “one office, two centers” enhanced their communication with the small and medium enterprise service organizations. The Shanghai Development Coordination Office for Small Enterprises sponsored the first “Beijing, Tianjin, Shanghai, Chongqing Small and Medium Enterprise Service Organizations Joint Conference”, establishing an interface for communication between the four municipalities. The service organizations in Shanghai also learnt from and bettered understanding with their counterparts in other provinces by communicating with delegations from Guangdong Small and Medium Enterprise Bureau, Guangdong Township Enterprise Bureau, Heilongjiang Small and Medium Enterprise Bureau, Xinjiang Construction Corps Development and Reform Commission Small and Medium Enterprise Department, Chengde Small and Medium Enterprise Bureau, Zhangjiagang Small and Medium Enterprise Bureau and enterprises from Bengbu, Zhoushan, Shangqiu, promoting united and harmonious development across regions.

1.2 Enhanced Communication and Cooperation with Small and Medium Enterprise Service Organizations abroad

In 2006, the small and medium enterprise service organizations furthered their connection with foreign organizations via their channels and with the advantage of the metropolis Shanghai in search of more business opportunities and cooperation.

The foreign organizations and institutes that established cooperation relations with Shanghai’s small and medium enterprise service organizations include, French Alsace Entrepreneur Delegation, Japanese Small and Medium Enterprise Federation, Japanese Trade Promoting Organization, Japanese Osaka Chamber of Commerce and Industry, Japanese Osaka Business Investment Center, German Nordrhein-Westfalen State Economy Promotion Bureau, German TUV Rheinland Group Entrepreneur Delegation, USA Alabama State Chamber of Commerce, USA South California Small and Medium Enterprise Development Center, Sino-US Business Promotion Association, Russian Small and Medium Enterprise Federation,  Russian 克拉斯诺尔达州[m1]  state government, Russian Federal Chamber of Commerce, Korean Trade Association, Korean Credit Guarantee Fund (credit guarantee organization for small and medium enterprises), China-Poland Economy Cooperation Center, Bangladesh Ministry of Industry, Egypt National Bank, Hungary Industry and Business Chamber, China-Greek Commerce Association, Mexico Chihuahua City Economic Development Promotion Department, Italia Turin and Piemont Investment Promotion Organization, Argentina Export Foundation and etc.

The city’s “one office and two centers” held the two-day “2006 Shanghai International Small and Medium Enterprise Development Promotion Forum” in Shanghai International Conference Center, attracting hundreds of representatives from 16 countries such as US, Russia, Japan, and from cities and provinces across the country such as Beijing, Tianjin, Chongqing, Jiangsu, Zhejiang and Anhui for communication and exchanges.

2. Organized Small and Medium Enterprises to Participate Business Communication Home and Abroad via Various Ways

The small and medium enterprise service organizations planned and participated various business promotion activities home and abroad through its cooperation interfaces and channels to encourage the enterprises to contribute to the Western Development, the revival of old industrial bases in the north east, the regional cooperation of Yangtze Delta Region and the exploration of foreign market.

2.1 Organized Small and Medium Enterprises to Participate Large and Influential Exhibitions and Conferences

We organized our small and medium enterprises to join in the 4-day  long  “3^rd China International Small and Medium Enterprise

Expo——China-Italy Small and Medium Enterprise Expo” and won the best organization award.

The enterprises were also invited to join in the “4^th APEC

 Small and Medium Enterprise Technology Exchange and Exhibition Expo” hosted by national Development and Reform Commission, Ministry of Foreign Affairs and Ministry of Commerce. Among the 500 small and medium enterprises took part in were 50 from Shanghai who won the Best Design Award and the Best Organization Award.

We also organized the enterprises to Chongqing for “2006 China Chongqing Metropolis Industrial Park (Building) Economy

Conference” and “7^th Chongqing 立交会[m2] Exposition” and

 “4^th China Golden Ball Sourcing Forum”.

2.2 Organized Domestic Market On-Spot Investigations and Business Negotiations for Small and Medium Enterprises

       We organized small and medium enterprises to join communication activities with enterprises from other provinces and cities. Members from Shanghai Industrial Park Salon and Shanghai Small and Medium Enterprise Investment Attraction League together with some other entrepreneurs went to Jiangsu and Zhejiang Provinces for investigation and communication. Meanwhile, Shanghai Foreign Industrial Investment Service Center for Small and Medium Enterprises organized enterprises to Zhengzhou City and Puyang City of Henan Province. And the Trade Development Center organized enterprises to Zaozhuang in Shandong province for business negotiation.

2.3 Organized Investigations on Overseas Market and Business Negotiations for Small and Medium Enterprises

The city’s Productive Force Center and Trade Development Center had formed dozens of business delegations with hundreds of small and medium enterprises to US, Japan, EU, South America, Africa, and South East Asia for on-spot investigation. The enterprises held talks with local economic departments, chambers of commerce, and their local counterparts and gathered information on world market, competition rules, and opportunities for international cooperation.

2.4Organized Talks for Small and Medium Enterprises with Foreign Business Delegations

We took full advantage of Shanghai’s smooth international business channel and organized a great number of business talks and conferences such as, the French Alsace－Shanghai Trade Fair, Invest in Germany, Win Market in EU——China-to-EU Investment Promotion Conference, Shanghai-Osaka Economic Cooperation Symposium, Shanghai Small and Medium Enterprises—Germany Rheinland Group Industrial Development Cooperation Symposium, Polland Investment Environment Symposium, Hungary-China Business Forum, 2006 Shanghai-Moscow Small and Medium Enterprises Project Talks, September 2006, Large Japanese Businesses Business Talks, Russian 克拉斯诺达尔州[m3]  Economic Forum —Cuban 2006 Promotion Conference, Sino-US Small and Medium Enterprise Cooperation Conference, China-Greek Economic and Trade Cooperation Conference, China-Turkey Economic and Trade Symposium, Korean Qingshangnandao Trade Delegation Talks in Shanghai, Challenges and Opportunities for Economic Interaction and Cooperation in Ease Asia Symposium, Italian Piemont Automobile Industry Business Opportunity Symposium, 2006 Shanghai-Michigan Economic and Trade Cooperation Forum, 2006 Explanation Session for Investment to Japan, 2006 China-Russia Small and Medium Enterprise Communication and Cooperation Forum, Argentina-China Business Opportunity Forum, the 5^th China-

2.3 Optimized Business Information Exchange Interface Network

In order to further expand the market of small and medium enterprises, to extend our service to more businesses, and to timely inform as many enterprises as possible the latest business information, the small and medium enterprise service organizations of Shanghai are consistently improving their information interface network, making full use of websites, magazines, briefings, TV and newspaper, keeping the enterprises updated.

The Shanghai Small and Medium Enterprise Website especially set up a column called “the World of Enterprise” where small and medium enterprises can post introduction to themselves as well as supply and demand information. The site is now on its way to be the top business communication interface for small and medium enterprises. Moreover, we have been cooperating with media such as Economy Daily News, Shanghai Business for small and medium enterprise information columns. The Shanghai Small and Medium magazines, briefings, and communications also have columns like Biz-Info Express to deliver related information of all kinds.

    The Guide to Cooperation with Elite Enterprises complied by municipal trade development promotion center enlisted information about more than 1,200 small and medium enterprises. The guide was printed for 10,000 copies which were all distributed to consuls, commerce chambers, trade promotion organizations, foreign delegations and international hotels. In 2006, an Internet version of the guide was set up. The website meets the small and medium enterprises’ need to explore their overseas market.
