Function Positioning:

According to the requirements of function positioning made by the central government and the characteristics of situation in Xuhui, the function positioning of Xuhui district is a prosperous modern region for business and trade, a comfortable high-grade residential area, a leading science & technology intensive zone and a top predominant zone of culture and education.

Form Layout:

According to the function positioning of Xuhui district, as well as the city layout form layout of regional function could be divided into four parts.

1. The north region of Zhaojiabang Road and Hongqiao Road, with an area of 5.77 sq. kms and a population of about 170 thousand, is used for high-level working and the style and features protection of historic buildings. Its main function is the political center of Shanghai, the area of high-level working, the traditional high-grade residential area and the concentration area of consulates.

2. The south region of Zhaojiabang Road and Hongqiao Road and within the interior loop line, with an area of 6.53 sq. kms and a population of about 230 thousand, is used for the center of economic society. Its main function is the commercial center for business and trade, the center for sports activities, science & technology intensive area and new development area of high-grade residence with the features of demolishing old houses and rebuilding new ones.

3. The region outside the interior loop line and north of Dianpu River, with an area of 34.42 sq. kms and the population of about 620,000, is prepared for new residence and industrial exploitation. Its main function is the Caohejing Hi-Tech Park, the new large-scale residential area, the business area for exhibition, the urban tourist area and the diamond processing area.

4. The region south of Dianpu River, with an area of 8.04 sq. kms and a population of about 40,000, is prepared for the new construction area for urbanization. Its main function is the urban industrial area and the new residential area.
