1.Favorable Land Usage

A new enterprise getting the leasing right of the land,its1easing price of the industrial land,apart from the price set by Shanghai Municipal Government and Jinshan District Government,it can be adjusted downwards to certain extent, based on industrial orientation,level of science and technology, environment protection,labor absorption,investment scale and intensity.

2.For projects with high level of science and techno1ogy, large investment scale,expected high profit rate and in favor of "three concentrations",favorable treatment could be granted on "case by case" basis,upon submission by the unit in charge of introduction and management of the project and upon approval by the District government.

3.Setting up a credit guarantee fund

The District government will set up a credit guarantee fund for those qualified hi-tech and small enterprises,so as to tide over the problem of insufficient working capital.
