II.The Special Supportive Policies for the Enterprises in Jinshan Park---the Municipality-Level Industrial Park  
 

The enterprises in Jinshan Industrial Park enjoy every special preferences of municipal experimental industrial park.

1.To add land supply.The land in zonal development will by provided in batch supply.And the annual construction land will be added additionally,according to the requirement of park development.The plow-land which can't be transferred to industrial land in annual plan,will be balanced in 3 years.

2.To decrease land tax cost.In 5 years,the 1and of the experimental park will be levied 50%of current standard upon plow-land reclamation fees, plow-land occupancy tax, land remising contact tax,land remising fees levied by Shanghai municipality.The cost of public infrastructure land in park will calculated according to the current standard.

3.To set up special development fund.In 5 years,the newly added tax paid by the enterprises (include increasing capital and expanding stock) in the park,after deduction by national fiscal institution,will be added up to special development fund of the experimental park,aiming for investment promotion and park construction.

4.To facilitate custom declaration.For the enterprises in the park, effective measures will be taken to facilitate custom declaration.Imported equipments for own-used of foreign invested project and supportive items which belong to encouraged category will enjoy import tax deduction or exemption.Foreign invested R&D center can be exempted from customs duty and value added taxes on import in importing equipment for self use,technology form a complete set accessories and spare parts,which cannot be manufactured or whose quality cannot be guaranteed at home.

5.To decrease Or exempt administrative charges.The enterprises in Jinshan Industrial park will enjoy favorable charges including administrative charges. Among 132 items of administrative charges,81 items' administrative material cost is exempted,and 14 items' charges are decreased.
