(5)     The research or development center of university ,science institution , large –scale foreign or domestic enterprise.

2.       All enterprises in the pilot parks of reducing business costs of Shanghai can enjoy their relevant polices.

Ⅱ.Encourage domestic investments

1.       Resolutely implement the relevant preferential policies as indicated in “Policy Opinions about Further Serving Countrywide and Opening Wider to Outside World” issued by the Municipal Government .

2.       The city construction fee in applying for permanent residents or going through residence procedures are reduced or exempted for the managers or technical professionals and their spouse or kids who are working in the conformed large external enterprises (or groups)in Shanghai , according to the relevant regulations of Shanghai .

3.       The enterprises that conform to the relevant conditions in Songjiang can enjoy the following preferential polices.

(1)     the state , municipal or Songjiang District preferential policies concerning the conversions of new and advanced technological achievements, technology creation or industry guidelines.

(2)     The state or the municipal preferential policies encouraging the development of software industry and integrated circuit industry.

(3)     The preferential policies in Shanghai Songjiang Export Processing Zone.

(4)     The preferential policies in Shnghai Songjiang Export Processing Zone.

(5)     The municipal and Songjiang District preferential policies that promote the development of private-owned enterprises.

(6)     The preferential policies for one special project of Songjiang that has been approved by Shanghai Municipal government.

Ⅲ.Encourage the development of private sectors of economy

1.       Any and all private enterprises conformable to conditions are allowed to operate all items other than those prohibited expressly by the nation. As regards those items in need of approvals by the relevant municipal department, the relevant district department shall offer consulting services and actively strive for them on its own initiative.

2.       Continuously carry out the policies of supporting the development of parks and small-scale enterprises and implement the procedure of materializing by the season.

3.       The entity –type enterprises in economic parks engaging in production, employing local workforce and paying normal taxation (thereinafter shortened as” entity enterprises”) will obtain the support of the expansion fund of the parks.

4.       Encourage commercial and trade enterprises to develop toward scale entity and science and technology enterprises and depending upon their contributions to local economy, support them with the expansion fund for small-sized enterprises.

5.       The private enterprises engaged in scientific and technical development, production and processing, upon confirmation of the district science and technology commission, will obtain the support of the  expansion fund of the district.

6.       When laid-off workers for reemployment in this district employed by enterprises reach a certain percentage, they will obtain the support of the reemployment expansion fund of the district upon examination of the district or towns.

7.       Allow private-owned enterprises to participate or cooperate in or operate welfare enterprises. Any enterprises conforming to the conditions for welfare enterprises, upon confirmation of the district ‘s civil administrative department, will enjoy related preferential policies.

8.       For entity enterprises , the taxation department and the administrative organizations in economic parks jointly confirm Grade Ⅰ,Ⅱand Ⅲ in the light of their production operations taxation, etc. The taxation department provides the special invoices for SAT according to enterprise grade.

9.       Encourage private enterprises to buyout and merger or rent the state enterprises or collective enterprises in the red or having slight profits. If enterprises need to purchase the unused factory facilities of state or collective enterprises or need to reconstruct factory buildings in economic parks, relevant town governments and relevant district department shall give support and help handle relevant formalities.

10.    Further standardize various fee collections, strengthen supervision and management of the fee collections over private enterprises. The enterprises have the right to refuse any fee collections not examined and consented by the district price department or outside the scope.

11.    For the private enterprises conforming to loan conditions, financial institutions shall give support in reference to the same conditions as state or collective enterprises and conduct loan business.

Ⅳ.Encourage the development of hi-tech industries

1.       Set up Songjiang risk fund to encourage hi-tech achievements. Financial departments at town and district levels will arrange 15 million yuan within 3 years. According to the market operation mode and on the premise than value is maintained, utilize such fund for the loan discount an key hi-tech planning projects at state-level.

2.       Encourage enterprises to accelerate application of hi-tech achievements. Regarding the hi-tech application projects, the district financial department will give financial support with a space of 50%--100% of the locally reserved part of the business tax, corporate income tax and VAT within three years since the first selling date of product, according to the technical grade, market prospect and benefit of the renovation, of which, 90% will be used to the renovation of the enterprises and 10 will be incorporated into district’s risk fund for hi-tech achievements application .

3.       According to “Provisions of Shanghai Municipal Government on Promoting the Conversion of New And Advanced Technological Achievements”(Revised on Nov.12, 2000). Article No.5 of [Hu-Fu-Fa(2000)55 Hao]. The government shall refund the land use fees and the rents for leasing land within 3 years upon the accreditation of a project converting new advanced technological achievements. The transaction fees for purchasing housing for production and business and the property rights registration fees shall also be exempted. Part of the house title deed tax may be returned as government allowance. And such projects shall be exempted from the fees for augmenting the volume of running water, drainage, gas and power supply in the process of construction. The projects listed into municipal level scientific and technical industrialized plan will obtain the support from the science and technology creation funds of the district.

4.       The enterprises benefiting from scientific and technical achievements and achievements application shall give reward to the implementer of technical achievements and the main enforcer of achievements transformation.
