Brief Introduction of Qinpu District Administrative Service Center 

Qinpu District Administrative Service Center (hereinafter refers to as “Center”) is a functional institution authorized by People’s Government of Qingpu District, which provides the service of examination and licenses issuance for enterprises in the district. Units that have set up “windows” in the “Center” are: Development and Reform Committee, Economy Committee, Foreign Economic Relation & Trade Committee, Construction Committee, Science & Technology Committee, Urban Planning Bureau, Municipal Housing, Land and Resource Administration Bureau, Environmental Protection Administration, Municipal public Security Bureau, Public Health Bureau, Civil Defense Office, Water Authority, Safety & Supervision Bureau, Residence Administration, Meteorological Administration, Statistics Bureau, Finance Bureau, Population & Family Planning Commission, Civil Affairs Bureau, Tobacco Administration, Cultural Administration, Municipal Information Commission, Agriculture Commission, Municipal Construction Administration, and Sport Administration, all above-mentioned are functional(industrial) departments of the district; functional(industrial) departments of the city are Industry & Commerce Administration, Taxation Administration, Drug Administration, quality & Tech Supervision Bureau, Power Supply Bureau, and Telecom;  social  intermediary organs are foreign investment service centers, environmental appraisal centers, blueprint examination companies, CPA offices, banks and commercial centers.

Based on the principles of “open, legal and efficient”, “Center” carries out “five rules” for examination issues, which are “direct handling for general issues ”, “committed handling for special issues”, “joint handling for important issues”, “responsible handling for reported issues”, and “explicit reply for controlled issues”. Otherwise, “Center” sets up supervision department that is charged by people appointed by District Supervision Committee. “Center” also sets up a complaint box that used to accept the supervision of the public by opening a hot line for complaints. “Center” will make efforts to supply the masses and investors with convenient, standard, excellent and efficient service, in order to make it a “Sunlight Center” for public issues in Qinpu district.

Responsibilities of the “Center”:

1. Manage, coordinate and supervise departments and industries of administration and examination. The service department carries out consultation service and should be responsible for each duty.

2. Comprehensively fulfill approved documents and licenses related to examination, approval and insurance of business licenses based on Measures of Parallel Examination and Approval for Registration of Enterprises of Shanghai.

3. Issue documents and licenses for projects with productive and operational characteristics related to fundamental construction from initialization and address choosing to insurance of construction licenses.

4. Issue production licenses related to production and operation of enterprises.

5. Charge stipulated and service fees during issuance of licenses on behalf of functional departments and industrial service departments.

6. Issue certificates and provide consultation service for the masses

7. Accept and handle applications for the use right of utility such as water resource, electric power, telecommunication and gas.

8. Be responsible for consultation and explanation of domestic and foreign –funded projects, as well as for the collection and punishment of investment information.

9. Handle other issues that should be examined, approved, served and explained by departments of “Center” and industrial service departments.

10. Accomplish other tasks assigned by district committee and district government.
