Industrial Features
Industry:
Since the adoption of the reform and opening policy, Qingpu District has made great achievements in industrial development. Up to now, the development pattern of “1+5” industrial zones has been established there. “1+5”-industrial zones refer to one city-level industrial zone, Qingpu Industrial Zone, and five district-level industrial zones, including Huanxin Industrial and Economic Zone, Xujing Industrial and Economic Zone, Baihe Industrial and Economic Zone, Zhujiajiao Industrial and Economic Zone and Liantang Industrial and Economic Zone. And meanwhile a “4+1”industrial base focused on “electronic information, fine mechanism, textile and clothing, and printing and medium”, and characterized by “recreation and sports” was established there.
Modern Service Industry:
Real Estate
Building residential area with special characteristics is one of the functional orientations in the development of Qingpu District. Residential area with special characteristics refers to a residential community with special architecture, ecological environment, human culture landscapes, property management and centralized feature in which human and nature can live in harmony. In recent years, Qingpu District has built such residential areas with various styles and complete corresponding facilities in the places with convenient transportation and beautiful sceneries by utilizing its internal advantages of roads and water areas. In the meanwhile, Qingpu District also takes the lead in constructing such residential areas, absorbs advantages from others, and introduces foreign advanced design concepts and combined experts’ creations with social choices by relying upon the “centralized” feature of leisure and tourism. Counties like Xujing, Zhaoxiang, and Zhujiajiao, etc. continues constructing such special residential areas by utilizing their own advantages. These countries put into their construction blueprint New Town Zone, Songjia Cross of Hu Qingpin Expressway, the neighboring area of the cross of Tongsn National Highway, west side of Mengdu Garden of Xujing County, Dadian Lake of Zhujiajiao County, the neighboring areas of Xi Yangdian and Jin Ze Yuan Dang, so as to achieve scaled development. The district is ceaselessly engaged in creating a tranquil, warm and ecological residential environment in accordance with the requirement of “programming with high starting point, designing with high standards, constructing with high qualities and managing with high levels”.
Leisure and Tourism
In recent years, all the relevant personnel in the district has taken full advantages of tour resources based on “green Qingpu” target and “leisurely Qingpu and green home” principle, and made great achievements in the development of tourism in Qingpu District by joint efforts. The atmosphere of “ancient culture” and “water culture” of Songze Culture, Ancient Town of Zhu Jiaojiao, The tour area of Dianshan Lake have attracted lots of tourists at home and abroad, as well as the residents from Shanghai downtown and local residents to spend their holiday here. In 2004, Qingpu played host to 2.8 million person-time and registered tourism revenue of RMB800 million. With the further improvement of industrial system, there are now in the district 21 domestic travel agencies, 3 international travel business departments, 14 star-rated hotels, inclusive of 6 3-star and 8 2-star ones, and 3 AAAA-grade tourist areas (spots). The development of the tourism in Qingpu District has not only directly expedited the economic development of the scenic area of Dianshan Lake but also vigorously brought about the development of related industries in terms of transportation, commerce and catering etc.
Modern Commerce and Trade Industry
Since the reform and opening-up,especially 1990s, Qingpu has adhered to the harmonious developing policy of “two, three, one”, and the principle of “high level for the second industry, special features for the third industry and excellent quality for the first industry. With the national economy and social development in Qingpu District coming into a stable period, its industrial structure has been upgraded and optimized gradually, and its comprehensive competence has been improved substantially. At the end of 2004, the proportion of the first, second and third industry structures was 3.7:62.1:34.2. Among the industries, commerce and trade industry still kept a stable, healthy and rapid developing trend based on a long time development with high speed. Total retail sales of consumer goods in the whole district totaled RMB8.58 billion. Large-scale supermarkets like Century Lianhua Supermarket, Nong Gongshang Supermarket and Yongle Home Appliance all made striking progresses, thereby injecting new energies to the district. At present, the general developing environment for the commerce and trade industry in Qingpu District is quite promising. In addition, Qingpu District is acclimating itself to the urbanization process of Shanghai suburb and seizing the historic opportunity of hosting expo in Shanghai. It is engaged in integrating resources, improving functions, and constructing five comprehensive systems with special characteristics, clear levels, and reasonable structures. The systems consist of four new commercial suites along expressways, modern commerce and trade center of Qingpu downtown, commercial living center in modern towns, commercial area integrated with industrial zones and residential communities, and large-scale commerce and trade market and storage logistics bases. Qingpu will be gradually developed into a modern commerce and trade distribution center, which matches with the image of the international metropolis – Shanghai in terms of development and function and faces towards Jiangsu and Zhejiang provinces.
Agriculture:
In recent years, with the rapid development of the second and third industries, Qingpu District, based on the reality, has regulated the structure of primary products and exerted the local advantages to create some Qingpu characterized produce production bases. These bases consist of the surrounding area of Dianshan Lake with priority to characteristic marine products, low-lying areas like southwestern part of Liantang with priority to marine crops like coba, and the biggest base for growing early-maturing vegetables in the suburb of Shanghai along Suzhou River in north part, e.g. Zhaotun named “Strawberry County”. Moreover, there are bases for growing flowers, seedlings and fruit trees established in the areas along 318 National Highway which encloses Qingpu downtown as its center, and bases for breeding waterfowl established in water areas of the district, which supplies the largest number of meat-ducks and duck eggs in Shanghai suburb.
Development Plan
Functional Orientation:
To keep pace with the development of Shanghai, the international metropolis and provide complete functions, Qingpu District is to be developed into an organic entirety, integrated with a green industrial zone with reasonable layout and optimized structure, a tour area reflecting “ancient” culture and “water” culture, a modern commerce and trade center with centralized and radiate functions of modern service industry and an human-oriented residential area with various styles.
Industrial Layout:
Qingpu District will adopt the general layout of “five parts in one town” in its future industrial development. “Five parts in one town” refers to developing industry, commerce, real estate and city service industry emphatically, with a focus on Qingpu New Town and city-level industrial zones. In eastern part, it will accept the radiate effect from downtown, attach great importance to the development of electronic information industry, and build residential areas with special characteristics and corresponding commerce and service industry. In northeastern part, it will accept radiate effect from auto town, and develop the manufacturing in terms of auto parts fitting by relying on Hu-ning Expressway. In central part, it will develop the manufacturing industry inclusive of recreation and sports products, tourism and real estate emphatically by seizing the opportunity of constructing central town of Zhujiajiao. In western part, it will develop leisure tourism and build ecological residential areas emphatically by relying upon the resources of Dianshan Lake. In southwestern part, it will develop labor-intensive industries, modern agriculture and ecological forestry emphatically by relying upon Hu-hang Expressway.
