Development Plan of Pudong New Area

The economic development target of Pudong New Area and Shanghai

w         Shanghai will eventually be built into an international economic, financial, trading and navigation center, and the city as a whole will generally realize modernization by the end of 2015.

w         Pudong New Area will eventually be built into a foreign-oriented, multi-functional and modern urban area by the end of 2010.

One axis: The Development Axis of Shanghai: from Hongqiao Airport to Pudong International Airport.

Three Belts:

The Development Belt along the Huangpu River: with Lujiazui Finance and Trade Zone at the core, priorities are given to modern service industries such as finance, trade, exhibition and tourism highlighting the prosperity and modern service function of the central urban area.

The Development Belt of the Central Area: led by the state-level development zones such as Zhangjiang, Jinqiao and Waigaoqiao, emphasis is given to high-tech and innovative industries and the industries with high added value.

The Development Belt along the Coastal Area: Relying on Waigaoqiao Port Area and Pudong International Airport, importance is attached to develop modern logistics, or industries related to aviation, navigation and entertainment, highlighting the development potential and ecological functions.

Six Areas:

Lujiazui Functional Area. Centered on Lujiazui Finance &Trade Zone, the area includes Huamu Town and four other neighborhoods, specializing in finance and trade, businesses, expo, tourism and professional services.

Zhangjiang Functional Area. It includes Zhangjiang High-tech Park, Sunqiao Modern Agriculture Park and three surrounding towns, having major functions of technological innovation and industrial application.

Jingqiao Functional Area. It includes Jingqiao Export Processing Zone (including Southern District) and two neighboring towns, specializing in modern manufacturing and export processing.

Waigaoqiao Functional Area. It includes Waigaoqiao Free Trade Zone and three neighboring towns, having major functions of international trade and port logistics.

Sanlin (World Expo) Functional Area. It includes World Expo Venue, two neighboring towns and four neighborhoods, majoring in the functions of expo and tourism;

Chuansha Functional Area. It includes two towns and is based on an airport, specializing in modern logistics and cultural tourism.

The Focuses and the Orientations of Investment Promotion in Pudong New Area
The ambitious goal of Pudong is to build Pudong into a highland of world-level advanced manufacturing industry, of modern service industries and of innovative and creative industries in Shanghai, by the means of persisting in the joint development of the second and tertiary industries, focusing on “three key industries” and expanding the six functional industries so that the dominant and advantageous industries in Pudong be further strengthened and the levels of industries upgraded.

Orientation of Foreign Investment Promotion

Advanced manufacturing industry: Giving priority to the importing of such manufacturing industries as micro-electronics, auto making and its key parts and components, modern biological and pharmaceutical industry, electronics, communications equipment manufacturing and new materials manufacturing.

Modern service industry:  Making full efforts to develop financial service industry; Accelerating the development of the four major industries: modern logistics, information service, commerce and trade, exhibition and tourism; Promoting the development of other social service industries, such as cultural service, real estate, professional agent service, education and sports.

Innovative and creative industry: Using Zhangjiang Cultural Technology and Creative Base as a major platform; Strengthening Intellectual Property protection; Emphasizing cartoon and online games; Encouraging the creative companies with own intellectual property.
