Second Industry: Relying on state and municipal level industrial zones like Caohejing Hi-tech Park Pujiang Subpark, Caohejing Export Processing Zone, Shanghai Zizhu Science-based Industry Park and Shanghai Xinzhuang Industry Park, with high technology as a guide, the district aims at developing R & D industry and advanced industries such as information technology, optical display and new material etc.,. Great efforts will be made to concentrate industries closely related with each other. With the backing of Minghang Industrial Base, Wujing Industrial Base and Minhang Economic & Technological Zone, the district will try to form industry chains by fully employing the advantageous edge of electro-mechanics, aerospace, modern chemical industry and advanced manufacturing. Third Industry: By seizing the opportunity of Shanghai’s Expo and the construction of Shanghai-Beijing high speed railway station, the district will reallocate the resources and develop modern service industries such as quality housing, urban tourism, specialized finance, information technology, high class hotels, building economy, modern exhibition and logistics. Thus, a modern commercial district can be built to adapt to Shanghai as an International Metropolis and demonstrate the prosperity of Minhang. First Industry: Ecological agriculture, premium agriculture, seed-oriented agriculture will be the focus of development. The agriculture of Minhang District will become a new shining point in Shanghai. 

   Investment Environment—City Construction

Since its establishment, 30.3 billion Yuan has been spent on the construction of city infrastructure such as water, electricity, gas, telecommunication, roads, traffic, greenery and environment protection. A modern traffic network has been formed, which makes Minhang a transportation pivot in southwest Shanghai. There are 229 roads in Minhang with a total length of more than 1000 km. The high level road per km2 is 1.2 km. Through the biggest interchange in Asia—Xinzhuang Interchange, Shanghai outer-ring links with Shanghai-Hangzhou Highway, Shanghai-Nanjing Highway, Hongqiao International Airport and Pudong International Airport. In Minhang District, public greenery area per capita is 14 m2 and the greenery coverage ration is 38.7%, which are above the average levels of Shanghai. The district has won honors like State Environment Protection Model Zone, State Garden Area, Chinese Model Living Environment, Dubai International Award for Model Practice on Improving Living Environment and State Sanitary City. At present, the district government is making great efforts on building the district into a State Civilized City and State Ecological City.

    Investment— Policy Support

In order to attract more domestic and foreign investment, the district government has made a series of supporting measures, such as measures for foreign invested enterprises hi-tech enterprises, hi-tech result transfer projects, intellectual property protection reward, private-owned technological enterprises, enterprises with investment from other provinces, large groups (companies), export-oriented enterprises, domestic enterprises, private-owned enterprises and municipal level enterprises registered in Minhang District. Besides the technology development fund and technology reform fund, the local financial bureau will provide part of the guarantee fee when enterprises apply to social capital for loan on security.   

      Service system

The related governmental departments, towns and subdistricts have opened 24-hour hotlines to provide consultation and service to investors. with a floor space of 7000 m2, Minhang District License & Certificate Center provides one-stop service and green channel of registration to investors from home and abroad. The district government has established Minhang District Enterprise Service office to help enterprises solve various problems on registration, production, operation and other social affairs. The district departments are making efforts to further the reform of the administrative approval system and the opening of administrative affairs. At the same time, investors can enjoy favorable measures when going through the procedures of residence, medical treatment, children day care/school, professional titles evaluation and going abroad.
