1. With the central commercial area of Huaihai Road as the croe, to make efforts in constructing both hardware and　software facilities, to operate with a combination of concept marketing and objective business, and to constantly improve　the content of "Advertisement Bay". 　Provides　more development space for the advertising enterprises.
2. To constantly improve the external environment of "Advertisement Bay" and to attract more advertisement enterprises　to invest here in a shortest period by sanctioning the tendency policies such as lease subsidies, innovation bonus,　support for large event activity expenditures and discounted loans, and simplifying the government approval procedures.
3. To specify the objective. The integrated marketing and propaganda will be implemented for "Advertisement Bay", and　efforts will made to assure the whole development of advertisement industry gathered in the area, to gradually increase　the cultural content and internal attractiveness of "Advertisement Bay" and to create the reputation and trust of　"Advertisement Bay".
4. To establish the Advertisement Bay Club. Such forms as professional training, subject exchange, information release,　exhibition, and consulting services will be taken to provide services to the advertisement enterprises and professionals,　to provide the technical support to small and medium advertisement enterprises, to plan and carry out various advertisement activities, to train and recommend advertisement talents, and exhibit the innovative capacity of the industry.
