 The position of Zhongshan Park area

Zhongshan Park area is one of the three economy groups in Changning District, with Zhongshan Park as the core, and an area coverage of 1.14km2: east to Huangyang Road and Anxi Road, south to Anhua Road, west to the Inner Ring Road of West Zhongshan Road, north to Wan Hang Du Road; its rippling effect: east to Jiangsu Road, south to Yan’an West Road, west to the Inner Ring Road, north to Suzhou River.

Positioning

The functional positioning of Zhongshan Park Area in the new development is business, leisure-style, digital and its target is to be the business center in the west of Shanghai, which takes the modern business and multi-media industry as leading factors and incorporates business, leisure & entertainment, culture and residence. The said positioning is in accordance with the disposition of “Making Zhongshan Park Area and Jiangwan Wujiaochang Area as the business centers of the city” in the business development layout of “the Eleventh Five-year Plan”, in which the statement is “The newly built Zhongshan Park Area business center, replying on the transport hub, supported by big shopping malls, with new hotels, entertainment & public service facilities, will become the commerce and business center in the west of Shanghai with modern business features. ” 

 This position and layout wins the new opputunities for the development of Zhongshan Park Area, which will merge into the setup of gathering place of modern services in Shanghai. Led by “Functional Position”, A brand new Zhongshan Park Area will come into being.  

Function

With 10-year development, Zhongshan Park Area has become a comprehensive busy area with the functions of commerce, business, residence, education, administration, leisure and entertainment.

Traffic

Zhongshan Park Area is one of the important transport hubs in Shanghai, with 29 bus termninals and lines, Rail Transit Line 2 and Line 3 crossing in T and 306,400 passengers per day. The west extension of Line 2, which will be opened in 2006, will cross Line 3, with estimated 600,000 passengers per day.

History

Zhongshan Park Area has a long history. It is one of the most famous colonial parks in modern times of Shanghai, originally named as “Zhaofeng Garden” with nearly hundred-year history. St. John 's university, a famous missionary university, is in the north of the park and renamed as East China University of Politics and Law. The old villa-garden houses in the east and south of the park are listed as one of 12 historical streets which shall be protected in the layout. Old parks and villa-garden houses are telling us the great changes in Zhongshan Park Area.

Three streets of modern services

Dingxi Commercial Street

Dingxi Street of Commerce plays an important role of complement in the Zhongshan business circle. Its position is to be a characteristic street with specialty store, boutiques and brand stores featured as leisure & fashion. The coverage of the street is from Yuyan Road to Wuyi Road, total 600m in length, its 1st phase Yu Road to Anhua Road, 300m in total. Its main task is to replace and adjust some traditional stores.

 From March 2005, the implementation of adjustment and new promotion began at the same time. Nearly 10 boutiques and specialty stores will settle in the Dingxi Street first in October 2005.

Yuyuan Culture & Art Leisure Street

Yuyuan Road is one of the 12 historical protective streets of modern history promulgated by Shanghai government and one of the 20 streets combined with business, tourism and culture planned tobe constructed in the layout of Shanghai “Eleventh Five-year” business development. Its development shall be in the basis of protection to re-show the beauty of old villa-garden houses. Upon this basis, according to the idea of feature difference and diversified development, the business can be developed, with its position of the business of culture, art and leisure.

At present, Zhongshan Park Area Development Office has organized the professional organizations to make general layout and relative schemes. The development of Yu Culture & Art Leisure Street is an important annotation of “leisure-style” in the functional position of Zhongshan Park Area. Together with the park, multi-media, shopping, film and music, it forms a kind of modern leisure pattern.

Kaixuan Multi-media Industry Corridor (Industry Street)

According to status quo of the industry and configuration of Zhongshan Park Area, Shanghai government center for development research marks out the development and construction of three modern service streets, which are Kaixuan Multi-media Industry Corridor, Dingxi Commerce Street and Yuyuan Culture & Art Leisure Street, in the Research Report on the Development of Zhongshan Park Area.

Kaixuan Multi-media Industry Corridor starts from Multi-media Life Plaza (No.1127 Changning Road) at north, and ends to Hongqiao Road and Kaixuan Road at south, 2.6km in total. Shanghai Multi-media Industry Zone, the first multi-media industry base in China, has settled in the Multi-media Life Plaza. More than 100 multi-media enterprises like DELL, Global Digital, Morpheus Animation, Foremost Multimedia and some multimedia organizations like Shanghai Multimedia Industry Association, Network Game Committee, Multimedia Research Center of Fudan University, Shanghai Smart Cards Association have settled in the zone.

Kaixuan Multi-media Industry Corridor, relying on the effect of Shanghai Multi-media Industry Zone, taking advantages of the workshops, stores alongside, was adjusted to make famous multimedia enterprises and relative enterprises both at home and abroad settled in, so that the incubation bases of digital media development, cartoon game & TV stunt making, digital entertainment, network communication, development and maintenance of IT software & hardware were set up. Then it becomes an influential gathering place of multimedia content providers and product dealers in Shanghai and even in China, and an important part of Shanghai Multi-media Industry Zone. When the industry is developed, the environment management of the roads along Pearl Line is in the process to make Kaixuan Road the first corridor for sightseeing with both greening and multimedia sights in shanghai.  

According to the implementation targets of Three-year Plan (2005-2008) on the Development of Kaixuan Multi-media Industry Corridor, the target for 2005 is tohighlight in details for a good image. By the end of August 2005, 5 buildings (including factory buildings) along the street had started renovation or adjustment. Other 2 industrial workshops were in negotiation. The estimated building area will be around 30,000m2 in the end of 2005, accounting for 30% of the total developable resources.

Brief Introduction to Zhongshan Park Development Office

 In order to accelerate the development of the economy, social works of Zhongshan Park Area, plan the construction of this area, Changning government especially set up Zhongshan Park Development Office of Changning District in May 2004, abbreviated as ZDO,Zhao Huiqin, the Vice District Governor as the vice-leader, Zhuhui as the director and Shen Qunhui as the vice-director. The office address is No.1139 Changning Road. ZDO is the organization appointed by the district government and its specified functions are leading, harmonizing and promoting the development of layout, construction and other items of Zhongshan Park Area, information collection, analysis & report, to offer reliable basis for the decision-making of the leaders of district committee and government.
