 Brief Introduction to the Layout of Hongqiao International Business Center

Hongqiao International Business Center was put forward in “Changning General Layout” in 1993, one of the three main economy groups in Changning District which was defined in the “Ninth Five-year Plan”. And in 1996, Specific Layout of Hongqiao International Business Center was worked out by Shanghai Urban Planning & Design Research Institute.

With over 20-year development, Hongqiao Area, especially the area with Hongqiao Economic & Technology Development Zone as the core, has formed the urban formation and function features of foreign business zone, and become one of the most well-developed business office zones in Shanghai. As time goes by, especially for the adjustment and reconstruction of general function formation of Shanghai, the development of Hongqiao Area is facing many competitions and challenges.
Since the second half of 2002, Bureau for Urban Planning of Changning District has made surveys on Hongqiao Area Function Development. It is thought that Shanghai is being built to be an international city, the center of economy, finance, trade and shipping of the world, and the suited multi-center & open urban spatial structure will be constructed as well. Meanwhile, 2010 World Exposition will be held in Shanghai. And great changes of urban function structure and spatial formation will take place in the following 10-20 years. In this process, Changning and Hongqiao Area will meet rare opportunities for development.

The discussion “Future Development of World Expo & Changning” on Hongqiao Function Development was held in April 2003. Various circles in the district discussed on further function development of Hongqiao, merger into World Expo strategy, promotion of serving Yangtse delta economic circle. The followings were put forward in the discussion: merger into urban CBD system, building SCBD function; merger into the strategy of urban east-west development playing an important role of node; merger into the strategy of international metropolis making Changning as the international integrated function zone; merger into the strategy of Yangtse delta, building Hongqiao Area as the business center of Yangtse delta Development Zone; merger into World Expo strategy, serving World Expo economy, forming characteristic Changning; merger into the strategy of rejuvenating the city through science and education, constructing “Digitalized Changning”.      

In the basis of the survey, USA RTKL Design Company, Japan Hamano company and Tongji University were authorized to make layout of Hongqiao International Business Center respectively in June 2003. Three layouts had their own studies on the creation of urban spatial formation and environment, industrial position of “city of fashion” and solid traffic system.
After the completion of three layouts, Canada B+H Office was authorized to make collection works for them according to the comments of expert senate, in which the discussion of Hongqiao Area industry layout research and road issues were organized and the survey results were sorted out as the content of layout by Changning Hongqiao Area Development Office. With some discussions and revisions, the work is coming to the end and the results will be worked out soon. The first-phase surveys, layouts and collection schemes make the development of Hongqiao Area scientific and advanced, offering a steady base for the construction of office buildings and facilities.

Function Development

 Hongqiao Economy & Technology Development Zone is located in the west of downtown in Shanghai and lies in the Changning District, covering an area of 0.652km2. It is the first national development zone mainly for foreign trades in Shanghai. With the development of more than 10 years, it has become the most well-developed business office zone in Shanghai. 

Changning District committee and government put forward the strategic policy of “Rely on Hongqiao, Develop Changning” and carried out Hongqiao function development on the basis of the current Hongqiao Economy & Technology Development Zone to further promote the quality, optimize functions, enhance vigor, and merge into World Exposition and development of Shanghai. The general position of Hongqiao International Business Center Layout is “International, Business, Culture”.
The developed Hongqiao International Business Center is composed of core area, center area and extension area, with total area of 3.15km2, term of implementation of 12 years, land of construction of 92.8ha., total floor area of 259m2.

Hongqiao Function Development Zone, the confluence of S Huning, Huhang development areas, modern service development area in the central city, west urban development area and west new urban development area, lies near Hongqiao International Airport. With an interchange network consisting of elevated highway, metro, inner, middle outer ring roads, and linkage with Huning & Huhang speedways, it has been an important gathering place of people, logistics, information and funds.

Traffic

Hongqiao International Airport, the main part of international airline hub, makes Hongqiao Area the door of the communication between Shanghai and the world. In the Hongqiao Function Development Area, there are Yan’an Elevated Highway linking to Huning & Huhang speedways, Metro Line 2, railway Line M1 running through Development Area. The outer, inner and middle ring road, Zhongshan West Road, Yan’an West Road, Changning Road and Hongqiao Road near the zone form a perfect traffic network.

Humanistic Environment

There are 15 foreign consulates, more than 2000 domestic & foreign-invested enterprises and organizations (foreign-funded enterprises and organizations accounts for more than 60%) settled in the district. Along Hongqiao Road, there exist 1600 top-class villas and foreign residence area----Gubei Residence Area. 70% of the consuls and 1/3 foreigners in Shanghai live in the areas near Hongqiao.
Garden city zone and national model city zone of environment protection were under the construction in Changning. The greenbelt for sightseeing along Hongqiao Road and Yan’an Road is composed of some large public greenbelts, like New Hongqiao Central Park, Yanhong Green Land, Shanghai Zoo, Children’s Traffic Park, Xijiao Hotel, Hongqiao State Guesthouse, etc.

Office Buildings

 Hongqiao Development Area and its nearby area is one of the areas that have most foreign business buildings in Shanghai, with Shanghai Foreign Economic Relation & Trade Commission, Shanghai Foreign Investment Service Center and Shanghai International Merchandising Center settled in the district. With the continuous development of main function of foreign economic trade and business in Hongqiao, enhancement of rippling effect, it has become an important service function zone for the interactive development of Shanghai and Yangtse Delta. Hongqiao Economy & Technology Development Zone now has more than 1,3 m2 area of office and exhibition facilities (300,000m2), 4 hotel facilities above 4-star with a total floor area of 260,000m2, 400,000m2 of office buildings built and under the construction .  

Brief Introduction to Hongqiao Function Development Office

Hongqiao Function Development Office is a temporary organization in charge of the harmonization and promotion of Hongqiao function development. According to the work responsibility of “Leading, Harmonizing, Planning, Promoting ”, it will be responsible for all the tasks and requirements concerning the construction required by the committee, government and Development Office, harmonizing and promoting urban design of the zone, specific layout and other kinds of specified layout to ensure its implementation, carrying out all the policies of investments in the zone, taking part in the big promotion and investment events in the district, dealing with the big problems occurred.

 Our philosophy is to make development by layout, impel enterprises by service, connect with the departments by honesty in order to promote Hongqiao function development and create good conditions for the economy and development of Changning.

According to the work responsibility, 3 departments are set up: Administration Department, Integrated Development Department, Investment & Service Department.
