Following the reforms and opening drive in China, particularly the founding of the state-level Hongqiao Economic and Technological Development Zone here in 1986,Changning has attracted many overseas investors and expatriate professionals to settle down here on the merits of its fine transport infrastructure, nice ecology, profound cultural heritages and full-fledged community services.
Currently, Changning hosts 19 consulates and foreign-invested companies and representative offices in excess of 3,000, with about 6,000 households of 20,000 people in its expatriate population originally from 114 countries and regions. They have made Changning one of the most global parts of the city.
Friends from around the world have brought not only funds, technology and management know-how necessary for the development of Changning, but also diverse views from different cultures. he 11th ”Five-Year-Plan” has designated a new starting point for Changning under the development philosophy of “larger Hongqiao, greater functionality, digital community and global district.” Along with the proliferation of digital technologies, the district will benchmark its future plans and criteria against the needs of a global district and base more of its economy on world trade, investment and business services. In that light, Changning will feature the Hongqiao foreign business district., pilot base for the application of digital technologies and a key link for Shanghai to serve the national economy, particularly its neighbor cities in the Yangtze River Delta. All of the efforts will pave the ground for it to ultimately emerge a global district of the city.
While applying rule of law, the district administration will project itself as clean, transparent and just, It will keep it business as usual in offering efficient, convenient and considerate services to expatriates and make them an integral part of the drive toward social harmony.
