Gross economy 

 

 

In 2006, industrial structure adjustment in the country was further intensified. Three industries have maintained coordinated development and the economic aggregate broke through RMB 10 billion for the first time. According to primary estimation, value increase finished in the whole year amounted to RMB 10.83 billion, with an increase of 13.1 % as against the previous year. Among these, the primary industry completed a value increase of RMB 1.65 billion, with an increase of 2.8 % as against the previous year, accounting for 15.2% of value increase in the whole county, with a drop of 1.6 percent as against the previous year; the secondary industry completed value increase of RMB 5.14 billion, with an increase of 17.2 % as against the previous year, accounting for 47.5 % of value increase in the whole county, with an increase of 1.7 percent as against the previous year; and the tertiary industry completed a value increase of RMB 4.04 billion, with an increase of 12.8 % as against the previous year, accounting for 37.3% of value increase in the whole county, with a drop of 0.1 percent as against the previous year.  

 

 

Financial and taxation system has continuously reformed and deepened and the source of taxation has markedly increased. In 2006, taxation income completed was RMB 3.61 billion, with an increase of 21.6% as against the previous year. Financial supervision has been intensified and the financial income has been gradually increased. In 2006, completed fiscal revenue is RMB 3.4 billion, with an increase of 15.9 % as against the previous year, where: country fiscal revenue is RMB 1.5 billion, with an increase of 7.3 % as against the previous year. Fiscal outlay has played active role in support of economic development and salvation of people’s problem. In the whole year, local fiscal revenue is RMB 3.93 billion, with an increase of 20.0% as against the previous year, where: those used in the enterprise’s effort to explore the potential and reform was RMB 1.33 billion, with an increase of 11.3% as against the previous year; those used in infrastructure was RMB 260 million, with an increase of 112.4% as against the previous year; and those used for social insurance and social benefit and relief was RMB 240 million, with an increase of 36.1% as against the previous year.

Focused on the general goal of construct the modernized ecological zone, the gross fixed assets investment has been increased and investment in infrastructure has created the new high in the history. In 2006, finished fixed assets investment was RMB 3.46, with an increase of 25.1 % as against the previous year. Among these, infrastructure investment was RMB 1.57 billion, with an increase of 37.1 % as against the previous year; renovation investment is RMB 200 million, with an increase of 8.9 % as against the previous year; estate investment was RMB 970 million, with an increase of 24.9% as against the previous year; rural collective investment is RMB 720 million, with an increase of 9.2% as against the previous year. 

 

Agriculture 

 

In 2006, agricultural production in the county had modern ecological agriculture as the developmental direction and further optimized the agricultural industrial mix. Total sowing area of the grain in the whole county is 772,000 mu (0.0667 hectares/mu), with an increase of 0.5% as against the same period in previous year. Gross production has realized 320,000 tons, with an increase of 4.2% as against the same period in previous year. A total of 79,000 mu (0.0667 hectares/mu) for agricultural comprehensive development project was finished, 7000 mu (0.0667 hectares/mu) of quality rice exemplary base has been established and plantation area for quality rice, mainly “Hanyouxiangqing Rice”, has reached 380,000 mu (0.0667 hectares/mu). Gross production value of vegetable and other special economic crops amounted to RMB 1.35 billion, with an increase of 2.3% as against the same period in previous year. The sowing area reached 570 thousand mu (0.0667 hectares/mu) and gross output is 1.15 million tons, with an increase of 2.7% as against the same period in previous year. In forestry, four-side greening is conducted and further development was made of large-scale economic forest. Newly-increased forest covers an area of 49,000 mu (0.0667 hectares/mu), where commonweal forest covers 43,000 mu (0.0667 hectares/mu) and economic forest covers 6000 mu (0.0667 hectares/mu). In livestock husbandry, control was made over production of live pigs and eggs and effort was made to develop cow and special livestock production. In 2006, there were 275,000 live stock delivered to the slaughterhouse in the whole county, with an increase of 5.8% as against the same period in previous year; 240,000 white goats delivered to the slaughterhouse, with an increase of 5.4% as against the same period in previous year; 5,700,000 poultries for sale, with an increase of 4.8% as against the same period in previous year; gross production of fresh egg amounted to 15.3 million kg, with an increase of 1.5% as against the same period in previous year; gross production of fresh milk amounted to 14 million kg, an increase of 12.2% as against the same period in previous year. In fishery industry, fresh water crab industry has been invigorated and regular fish breeding was stabilized. In 2006, gross production of fish breeding industry amounted to 77,000 tons, with an increase of 2.0% as against the same period in previous year. Area for breeding fresh water crab covered an area of 1 million mu (0.0667 hectares/mu), where crab breeding outside the island covered 900,000 mu (0.0667 hectares/mu) and crab breeding in the three islands amounted to 100,000 mu (0.0667 hectares/mu). Production of fresh water crab amounted to 12,000 tons. Breeding area for other special aquatic products amounted to 15,000 mu (0.0667 hectares/mu). Shellfish covered 5000 mu (0.0667 hectares/mu), with production reaching over 2000 tons.

 

In 2006, the whole county accomplished gross agricultural production value of RMB 4.49 billion, with an increase of 2.5% as against the previous year, where plantation was RMB 2.22 billion, with an increase of 2.3%; forestry was RMB 110 million, with an increase of 19.0%; livestock husbandry was RMB 570 million, with an increase of 3.3%; fishery was RMB 1.5 billion, with an increase of 1.5%; agricultural service industry was RMB 90 million, with an increase of 2.4%. In the whole year, food plantation area covered 51,457 hectares and gross food production reaches the amount of 317,424 tons.  

 

Industry

 

Product mix of industrial enterprise has further strengthened. Construction of Changxing Ocean Outfits Island has been greatly promoted. Industrial production demonstrated sustainable and stable increase and the gross production attained the highest value in the history. In 2006, gross industrial production value of RMB 13.13 billion was accomplished, with an increase of 12.4 % as against the previous year; industrial sales value of RMB 13.1 has been accomplished, with an increase of 13.9 % as against the previous year; ratio of sale to production reached the rate of 99.8%. Economic efficiency of industrial enterprise further increased. In 2006, the whole county accomplished industrial value increase of RMB 3.63 billion, with an increase of 18.3 % as against the previous year. In the whole year, total accomplished profit amounted to RMB 680 million, with an increase of 15.0% as against the previous year. 

 

Large-scale industrial enterprises took the dominant position in industry of the whole county. In the whole year, industrial gross production value of RMB 11.01 was accomplished, accounting for 83.9 % of industrial gross production value of the whole county. Increase rate is marked in the key pillar industry matching the functional orientation of the three islands. Production value of universal equipments, metal products and traffic and transportation vehicles manufacture reached the value of RMB 6.16 billion, with an increase of 26.7% as against the previous year. “A most powerful industry” kept increasing. Daily stainless steel articles and commercial equipments manufacture accomplished production value of RMB 1.36 billion in the whole year, with an increase of 12.1% as against the previous year. 

 

Architecture

 

Construction industry kept rapid growth in the keen market competition. In 2006, gross production value of RMB 10.04 billion in construction industry was accomplished, with an increase of 20.8 % as against the previous year; value increase of RMB 1.51 in construction industry was accomplished, with an increase of 14.6% as against the previous year. Area of the houses listed into fixed assets investment plan in the county was 986,000 m², with an increase of 27.6% as against the previous year; and area of completion work was 395,000 m², with a drop of 7.3% as against the previous year.

 

 

Finance

 

Financial reform was deepening, financial service was improved and total bank deposit has been further increased. By the end of 2006, balance of various deposits of the financial institutions was RMB 26.96 billion, with an increase of RMB 4.87 billion as against the beginning of the year; and loan balance was RMB 14.53 billion, with an increase of RMB 2.35 billion as against the beginning of the year.

 

 

 

Domestic and international trade

 

Commercial facilities have kept improving. Professional markets like “Harmony Construction Material Market”, “Yingnan Light Textile City” and “Suning Appliance” have started businesses in succession. Supply for commodity market in the county presented great variety and sale was more and more active. In 2006, retail amount of RMB 2.28 billion was accomplished for social consumptive articles, with an increase of 11.5 % as against the previous year. Among these, food commodity retail amount was RMB 700 million, with an increase of 11.5 % as against the previous year; wearing commodity retail amount was RMB 290 million, with an increase of 10.8 % as against the previous year; daily article commodity retail amount was RMB 1.21 billion, with an increase of 11.6 % as against the previous year; fuel commodity retail amount was RMB 80 million, with an increase of 11.0 % as against the previous year; and bazaar trade realized transaction of RMB 410 million, with an increase of 10.0% as against the previous year.

 

Foreign-funded enterprises were led by the key industries and strove to improve the export capacity. In 2006, the export trade volume of RMB 3.13 billion was accomplished, with an increase of 17.5% as against the previous year. Among this, the industrial volume of export trade was RMB 3.1 billion, with an increase of 18.1% as against the previous year; and volume of export trade of agricultural side products was RMB 30 million, with a drop of 23.9 % as against the previous year.

 

 

 

Investment attraction

 

Investment attraction has marked achievements. Investment environment was further improved and the service was further upgraded. In 2006 the whole county has introduced 2612 various enterprises, with an increase of 1098 households as against the previous year. Total registered capital was RMB 5.61 billion, with an increase of 35.6% as against the previous year. Aggregated completed tax payment amounted to RMB 2.4 billion, with an increase of 26.0% as against the previous year. Chongming Industrial Park and Fusheng Development Zone has totally introduced 556 registered enterprises, with registered capital of RMB 1.61 billion. Completed tax was RMB 1.05 billion. The township and committee economic districts have introduced 2056 enterprises, with registered capital of RMB 4 billion. Completed tax payment amounted to RMB 1.35 billion. 

 

In 2006, newly approved ‘three kinds of foreign-invested enterprises or ventures (Sino-foreign joint ventures, Sino-foreign cooperative enterprise or foreign-funded enterprise)’ amounted to 30, with an increase of 6 in number as against the previous year. Total project investment was USD 20.74 million, with a drop of 70.3% as against the previous year. Contractual foreign investment was USD 15.81 million, with a drop of 42.3 % as against the previous year. Actual use of foreign fund amounted to USD 10.22 million, with an increase of 37.3 % as against the previous year.

 

 

 

Post and telecom & traffic and transportation

 

Telecommunication conditions have been continuously improved and post and telecom industry was maintained at certain achieved level. In 2006, post and telecom business in the whole county realized the income of RMB 230 million. At the year end, total capacity of telephone exchanger amounted to 267,000 and telephone users reached the amount of 231,000 households, with a net increase of 4000 households as against the previous year. In every hundred residents, 69.3 have installed telephone on average. Post business has undergone stable development. By the end of 2006, there are altogether 40 post offices. In the whole year, 6.87 million mails have been handled, 150 thousand packages have been handled, 150 thousand express mails have been handled and 14.99 million of various newspapers and magazines have been handled.

 

IT construction has quickened its pace and IT resource utilization has been quickened. Focused on accelerated construction of infrastructure for electronic government administration, efforts were made to promote the outside network construction for government administration. While finishing access of 64 township and committee units into outside network and realizing connection with network outside the city, 8 units were selected to conduct the experimental work for outside network for government administration. Governmental website construction has been deepened. Gate website of Chongming Government of Shanghai has been smoothly opened after the third revision. Monthly visiting amount has reached over 800 thousand person times. Website written information has reached the amount of over 32 million characters. Open contents about governmental information have been gradually enriched and improved and the sense of providing convenience to the people has been greatly improved. Long-term effective mechanism has been established to stably promote support of the original software. In the whole year, social insurance card information has been collected from 10788 person times and 8644 social insurance cards have been granted.

 

Input in traffic facilities have been increased and passenger transportation capacity has been improved. In 2006, total investment of RMB 21.35 million was made to establish the public waterway and land traffic transference center. An investment of RMB 25.8 million was invested to build one high-speed ship and one business ship. Newly increased passenger seats amounted to 288 and vehicles and passengers traffic between Shanghai and Chongming have become more rapid and facile. By the end of the year, waterway courses amounted to 18 and waterway passengers amounted to 12.15 million person times. Ferried vehicles amounted to 1.53 million vehicle times. In land traffic of 2006, 15 passenger buses were increased and 30 buses were replaced. By the year end, buses lines amounted to 30 and length of the course was 907.1km. Passengers transported in the whole year amounted to 22.47 million person times.    

 

Tourism 

 

Tourist infrastructure has been gradually improved and the ecological travel has taken primary scale. The primary draft for planning of agricultural tourist development in Chongming has been set out. Scheme for Chongming Island National Geological Park is being formulated. Bird attraction project on the Ecological Restoration Experimental Base in Chongming Xisha Wetland has been started and tourist ceremonious activities have seen new breakthrough. In 2006 opening ceremony of Chongming Forest Tourist Festival and large-scale aquatic flame evening were elaborately organized. Successful efforts were made to launch topic activities including “Chongming Mulberry Festival”, “Forest Blossoms Exhibition”, “Chongming Lotus Festival”, “Tangerine Festival of Changxing Island”, “Autumn Charm of Hengsha Island”, “4th National Cricket Contest”, “Fishing Households Jubilee”, “Self-help Travel around the Island on Bicycle”, etc. Thus the tourist market in Chongming has been unfading and Chongming tourist brand has been highlighted. Sightseeing tourists from within and outside the island have been on the increase year on year. In 2006, tourists entertained reached the amount of 859,000 person times, with an increase of 8.4% as against the previous year. Operational income reached RMB 210 million, with an increase of 13.0% as against the previous year.
