Baoshan Investment Services Center, set up by Baoshan District People's Government, is jointly run by personnel from 19 departments, including: the district planning commission, the foreign trade and economic commission, the agricultural commission, the construction commission, the disciplinary supervisory commission, the industrial and commercial branch, (a branch of) the tax bureau, the environmental protection bureau, the real estate bureau, the city planning bureau, the health bureau, the medical supervisory bureau, the landscaping bureau, the traffic bureau, the statistics bureau, the quality and technology supervision bureau, the civil defense office, the fire protection and supervisory division, and the traffic enforcement detachment.

The center provides Chinese and foreign investors with a "one-stop" service platform for administrative licensing consultation, coordination and services related to administrative licensing for domestic and foreign-invested projects. The center also lawfully reviews and issues relevant approval documents and licenses for the production and operation of foreign construction projects. Furthermore, the center also provides services related to industrial and commercial business licensing, enterprise code certification, statistics certification, tax registration and issuance of state and local tax certificates.
