As an administrative organization authorized and established by Shanghai Municipal Government, Shanghai Small Enterprises Development Coordination Office is committed to the development of small and medium-sized enterprises (SMEs) in Shanghai and is responsible for the guidance, coordination and service for the development of SMEs in Shanghai, with its main functions as follows:

1. To implement the laws, regulations, guidelines and policies concerning the development of SMEs; under the strategy of  ¡°revitalizing the city through science and education¡± and the development guideline of ¡°two priorities¡± of Shanghai, propose and execute local regulations, rules and policies to facilitate the development of SMEs according to the requirements of the state, Shanghai Municipal Government and Shanghai Municipal Economic Commission.
2. To organize investigations on the major issues existing in development and reform of SMEs, and bring forward and carry out SME development strategy as well as medium and long-term planning; coordinate the difficult and hot problems in SME development; protect the legal benefits of SMEs according to the law, and optimize the development environment for the enterprises.
3. To guide and promote the construction of social service system for SMEs; encourage and lead social agencies to provide services to the SMEs; coordinate the efforts to get government procurement order for SMEs.
4. To be responsible for accelerating the establishment and management of the SME Development Fund on behalf of Shanghai Municipal Government; make annual budget proposal for SME Development Fund and manage the use of the fund; offer suggestions on the fund policies that support the development of SMEs.
5. To work with departments concerned to study the SMEs¡¯ financing, guarantee and credit environment, work out policies and measures to improve the SMEs¡¯ financing environment, and broaden financing channels; coordinate the implementation of the policy of government discount loan for SMEs; guide and drive private capital, venture capital and other financial institutions to invest in SMEs; advance the construction of SME credit guarantee system and credit system, and coordinate to build up credit information collection and evaluation system.
6. To direct the SME reform and institutional innovation, and enhance the management level; instruct the SMEs to restructure industrial structure, product structure and distribution structure; make the SMEs focus on technological progress, technological innovation and technological transformation.
7. To facilitate the economic and technological communication and cooperation in domestic and international markets for SMEs.
8. To provide SMEs with entrepreneurial consulting services and organize training for SME entrepreneurs, together with other departments.
9. To be responsible for comprehensive analysis on the economic development of SMEs, as well as statistics, management and distribution of economic data.
10. To perform other functions assigned by Shanghai Municipal government and Shanghai Municipal Economic Commission.
