Shanghai Commercial Trade Association of Household Electric and Electronic Appliances (SCTAHEEA) is a cross-sector, trans-ownership non-profit industry self-discipline organization established under the Regulation on Registration and Administration of Social Organizations and Shanghai Provisional Rules for Trade Associations voluntarily by enterprises engaged in production, trading and repair of household electric and electronic appliances as well as high schools, scientific research institutes and other economic entities in Oct. 1988. Under the direct leadership of former Shanghai Commerce Committee and Shanghai Trade Association Development Bureau, SCTAHEEA has become an influential and popular industry organization in the circulation field, and has been appraised as an outstanding industry association by former Shanghai Commerce Committee for continuous years since 1994.

  The mission of SCTAHEEA is to abide by the laws, regulations and policies of the state, comply with social morality, follow the economic development strategy of the government, and act as a communication bridge between the enterprises and government/society; to provide the industry and members with various services such as information, consulting, investigation, coordination, training and appraisal, assist the government in industry administration, maintain the market order, protect the legal rights and interests of the members, and promote the prosperity and development of the whole industry.

  The functions of SCTAHEA include industry management, information exchange, consulting service, trade fair, education and training, international cooperation, market investigation, policy suggestions, guarantee of orderly competition of the industry, promotion of the industry development, and other issues assigned by the government.

  According to the requirements of HFF [2002] No. 2 Document and Shanghai Provisional Rules for Trade Associations, SCTAHEA has completed its adjustment and reform in early 2003. On February 27, 2003, the 5th Member Representative Conference of SCTAHEA elected a new council mainly composed of well-known dealers such as Yongle, Gome, Electric Appliances City of Shanghai Trade Center, Hualian Electric Appliances and Hualian Electrical Engineering as well as famous brands including Changhong, Haier, Panasonic and Toshiba. Chenxiao, Chairman of Yongle Household Appliances Co., Ltd. was elected as the 5th Chairman of SCTHEA. SCTAHEA now has 318 members including dealers, suppliers, and service providers, with private enterprises, joint ventures and non-local enterprises as main body. It members covers the sales companies and main dealers of key household appliances brands in Shanghai; and the total sales amount of the members accounts for over 80% market share of the industry.

  As the standing office of SCTAHEA, the Secretariat has eight full-time employees, including one senior economist, three economists, and two engineers. SCTAHEA has seven registered affiliates, namely, Household Appliances Maintenance Committee, Kitchen & Bathroom Electric Appliances Committee, Mobile Phone Sales Committee, Service Committee, Quality Committee, Suburb Committee and Education & Training Center. SCTAHEA has a registered capital of RMB 300,000.

  SCTAHEA is responsible for price filing and qualification assessment for household appliances repair enterprises according to the provisions of Regulations on Pricing of Household Appliances Repair in Shanghai, upon the assignment by Shanghai Price Bureau; is responsible for the qualification certification of (Small and Medium-sized) Enterprises for Installation and Maintenance of Commercial and Household Central Air Conditioning and the approval, issuance and daily management of Shanghai Qualification Certificate for (Commercial and Household Central Air Conditioning) Equipment Repair Enterprises, with the authorization from Shanghai Equipment Repair Market Administration Office; and is responsible for registration and management of occupational qualification of household appliances repair according to the Provisional Regulations for Occupational Qualification of Household Appliances Service and Repair in Shanghai, upon the assignment of Shanghai Personnel Bureau.

  Since its establishment, especially after the completion of the adjustment and reform in 2003, SCTAHEA has introduced a new market mechanism, and, under the principles of “honesty and trustworthiness, justice and fairness, no trickery, and no damage to the interests of state, other organizations and individuals”, successfully organized a number of city-level activities to meet the needs in different periods, including service quality appraisals of the industry, large consulting activities related to household appliances, holiday promotion activity throughout the industry, appraisal of trustworthy household appliances repair enterprises in Shanghai, and promotion of quality household appliances in Shanghai.

  We believe that, under the leadership of the Council, SCTAHEA will continue to develop and make greater contributions to the industry.
